Job Description
EEC Solutions is looking for an Human Resources Plans and Operations Specialist for HQ USARCENT.
Note: We are seeking resumes for a proposal opportunity. This position is contingent upon contract award. Candidates currently living in a HubZone designated area are encouraged to apply.
Summary of Responsibilities:
This position provides staff-level human resources planning and operations support to the USARCENT G1, developing and executing the personnel policies, plans, and programs that build and sustain personnel readiness for Soldiers and Civilians across the USCENTCOM area of responsibility. The incumbent prepares personnel annexes and estimates in support of operational and contingency planning and serves as an HR subject matter expert to the ASCC staff.
Essential Duties and Responsibilities:
• Draft, staff, and maintain HR policies, plans, orders, and personnel annexes supporting USARCENT operational and contingency requirements (OPLAN/CONPLAN personnel annexes).
Prepare personnel readiness analysis, strength management reporting, and personnel accountability products for the command.
Coordinate HR plans and policy matters with HQDA, USCENTCOM, subordinate commands, and joint/coalition partners.
Develop staff packets, information papers, decision briefs, and executive-level presentations for G1 leadership.
Track HR taskers and suspenses through the command staff action process and ensure on-time completion.
Support human resources planning for exercises, deployments, and theater personnel operations, including joint manning document coordination.
Maintain continuity books, standard operating procedures, and turnover documentation for the G1 plans and operations function.
Complete all contract-required training and reporting: AT Level I and iWATCH within 30 calendar days of start, TARP annually, DoD IA awareness training with ATCTS registration, and daily PERSTAT input. EEC Solutions — Internal Use Only | USARCENT Staff Augmentation FY26–27 | Page 9 of 54
Minimum Qualifications:
Required Education:
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field. Four (4) additional years of directly relevant experience may substitute for the degree.
Required Experience:
- Minimum five (5) years of Army or Joint human resources plans and operations experience, including at least two (2) years at a Division, Corps, ASCC, or joint headquarters.
- Working knowledge of the AR 600-8 series, IPPS-A, and Army personnel accountability systems.
Required Certifications / Licenses:
- Must complete DoD IA awareness training and register in ATCTS during the first month of task order execution; AT Level I and iWATCH within 30 calendar days.
- Active SECRET clearance required at the time of hire.
Special Requirements:
- U.S. citizenship required (PWS 1.13.1.3).
- Must read, write, speak, and understand English fluently (PWS 1.13.1.2).
- On-site performance at Shaw AFB, SC; no telework except during declared emergency/COOP conditions.
Preferred Qualifications (optional):
• Former Army 42A/42B/42H NCO, 42B HR officer, or Army civilian HR professional.
Prior USARCENT, USCENTCOM, or CENTCOM AOR assignment.
IPPS-A power user; experience with DTAS or theater personnel accountability.
Experience preparing personnel estimates in support of deliberate and crisis action planning.
