Summary:
Vighter, LLC is recruiting a Recruiting Manager who is detailed, experienced, energetic, creative and is a critical thinker. The Recruiting Manager is directly responsible for leading a team of seasoned recruiters working to fill billets for a variety of medical professionals across the United States. The Recruiting Manager is Vighter.
The Recruiting Manager is responsible for the strategic leadership, operational management, and day-to-day oversight of Vighter's Talent Acquisition function. The Recruiting Manager leads a team of recruiters and recruiting coordinators responsible for sourcing, screening, credentialing support, and onboarding of healthcare professionals and corporate personnel supporting federal, state, local, and commercial contracts.
This position ensures the Recruiting Department consistently meets organizational staffing objectives while maintaining compliance with federal contracting requirements, healthcare credentialing standards, company policies, and applicable employment laws. The Recruiting Manager serves as a key partner to executive leadership, operations teams, program managers, and customers to ensure qualified personnel are identified, hired, and deployed in support of contract requirements nationwide.
Recruiters specialize in sourcing and attracting talent from our general and internal candidate pools gaining competitive advantage and fueling the company’s growth through successful placements. Recruiters filter and screen candidates using the ADP applicant tracking system, searching for certain keywords and phrases, and evaluating their resumes and cover letters to make sure they have the right qualifications for a given job.
Some recruiting operations include attracting candidates for contract bids where the contract has not yet been awarded. Must be able to work with a certain amount of ambiguity. Sometimes, Vighter will not have all of the information, site locations, shifts, pay rates or other information about a project before recruiting.

Principle Accountabilities:
- Develop recruiting strategies to meet all current and future contracts and all business development opportunities.
- Perform job and task analysis to document job requirements and objectives.
- Responsible for producing and publishing Job Descriptions that meet the requirements of a variety of contracts.
- Effective team leadership of a team of in-office and remote recruiters.
- Creates and suggests new and effective interviewing procedures and techniques to recruiters.
- Transition strategic plans and opportunities into operational-level recruiting strategies, goals and metrics.
- Must have strong multitasking and organizational skills. Must be able to prioritize multiple responsibilities and keep track of multiple applicants and projects simultaneously.
- Responsible for the accountability and production of the recruiting team, training junior recruiters, developing recruiting strategies and plans to meet the strategic goals.
- Develops and revises forms, procedures, and tactics as they relate to the recruiting process.
- Works with business development and operations to ensure timely understanding of current and future workforce needs and implement improvements to staffing processes including sourcing and selection.
- Maintains regular communication with other management personnel to understand and achieve common goals and mission successfully.
- Coordinates effective and efficient hiring processes and keeps the Business Support informed of process and progress updates.
- Source and attract candidates by using the Applicant Tracking System (ATS), databases, social media platforms, and in person recruiting events and in-person and virtual hiring events and fairs.
- Screen candidate’s cover letters, resumes and job applications. Proven ability to work under pressure and to deadlines.
- Ability to effectively negotiate pricing, building opportunities with hourly rate, benefits, Health & Welfare payments, without resorting to the “high bid.”
- Conduct interviews using reliable personnel selection tools/methods to filter candidates.
- Assess applicants’ relevant knowledge, skills, soft skills, experience and aptitudes.
- Build influential candidate relationships during the selection process. An unshakeable adherence to quality and continuous process improvement.

- Performs other duties that may be assigned from time to time.
Knowledge and Skills:
- Must have exceptional customer service skills.
- Employees shall be technically proficient in the skills necessary to fulfill the job requirements, including ability to speak, understand, read and write English fluently.
- Ability to work in a fast-paced changing environment with limited supervision
- Excellent communication, organizational, scheduling and prioritization skills.
Education:
- Associates degree is required. Bachelor’s degree in business or HR is preferred.
Qualifications:
- Three to five (3-5) years’ experience as a senior recruiter or previous experience as a Recruiting Manager.
- Experience recruiting in healthcare or experience recruiting for government contracts is preferred.
- Knowledge of Government contracts and Performance Work Statements (PWS).
- Certification as a Certified Health Care Recruiter (CHCR) is highly preferred.
- Must have experience in Indeed, LinkedIn and other recruiting sites and assets.
- Solid ability to conduct different types of interviews (structured, conversational, competency based, stress etc.).
- Hands-on experience with various selection processes (phone interviewing, referrals).
- Excellent communication, interpersonal negotiation and decision-making skills.
- Government contracting experience highly preferred. Service Contract Act (SCA) experience highly preferred.
Duty Hours / On-call Requirements
- Generally speaking, this is a day shift position with some work, mission dependent, at night and on weekends. As a salaried employee, it is important to be able to be available to lead a team and speak with candidates at their availability.

Physical Requirements:
- Must be able to stand or sit for more than 8 hours per day.

- Must be able to pass a criminal background investigation.
