The Senior Instructional Developer will design and develop engaging learning experiences that support the successful implementation of enterprise software and mission-critical programs.
This role combines instructional design expertise, adult learning principles, educational technology, and workforce development to create effective training solutions.
You will lead the development of instructor-led, virtual, online, and hybrid learning content tailored to diverse audiences and delivery environments.
Working closely with government stakeholders, subject matter experts, and instructional professionals, you will translate complex requirements into practical learning experiences.

• Lead, manage, and support the development of instructor-led and virtual learning content for software implementation and workforce development initiatives.
• Collaborate with government stakeholders, subject matter experts, instructional designers, and other project contributors to understand requirements and translate them into effective training programs.
• Plan, develop, manage, and evaluate in-person, virtual, online, and hybrid software training programs designed to improve learner performance and adoption.
• Apply instructional design methodologies and adult learning principles throughout the analysis, design, development, implementation, and evaluation lifecycle.
• Develop engaging learning materials and supporting resources tailored to different learner needs, environments, and delivery formats.
• Use a range of delivery modalities, including webinars, web-based training, instructor-led sessions, user guides, and online help systems.
• Evaluate training effectiveness and identify opportunities to improve content, delivery approaches, learner engagement, and performance outcomes.
• Work closely with subject matter experts to validate technical information and ensure learning materials accurately reflect software functionality and user requirements.
• Ensure training products and supporting documentation meet applicable accessibility and Section 508 compliance requirements.
• Support multiple programs and contracts while maintaining quality, consistency, deadlines, and alignment with customer expectations.
• Contribute instructional design expertise, innovative ideas, and continuous improvement practices to strengthen learning solutions and overall program outcomes.

• Bachelor’s degree in a relevant field or equivalent education and experience.
• At least 5 years of relevant instructional design, curriculum development, training development, or related professional experience.
• Strong understanding and practical application of the complete ADDIE instructional design process.
• Demonstrated knowledge of adult learning theory and the ability to apply learning principles when designing effective training experiences.
• Experience developing instructor-led, virtual, online, or hybrid training programs.
• Familiarity with educational technology and multiple learning delivery modalities, including webinars, web-based training, user guides, and online help systems.
• Strong ability to collaborate with government stakeholders, subject matter experts, instructional designers, and cross-functional teams.
• Excellent written, verbal, organizational, analytical, and communication skills.
• Ability to translate complex software, technical, or operational information into clear and engaging learning content.
• Working knowledge of Section 508 accessibility requirements and experience converting training materials and supporting documentation into compliant products.
• Strong attention to detail, project organization, and ability to manage multiple priorities and deadlines.
• Creative and innovative approach to instructional design, with a focus on learner engagement and measurable performance outcomes.
• Must be a U.S. citizen; permanent residents are not eligible for this position.
• Must successfully complete the required CBP Tier 4 background investigation before beginning work.
• Must be able to work remotely within the United States.
• Willingness to travel occasionally, with expected travel of less than 10%.

• Salary: Likely annual salary range of $81,349–$97,750, with actual compensation determined by experience, geographic location, and applicable contractual requirements.
