Project Manager – Professional Land Surveyor (PLS)

Position Summary

MBE is seeking an experienced Project Manager / Professional Land Surveyor (PLS or SIT) licensed in Pennsylvania, Ohio, or West Virginia to lead complex transportation and land surveying projects. This position requires a strong technical background in surveying, proficiency with AutoCAD Civil 3D, and extensive experience managing PennDOT, Turnpike, or other DOT-related projects.

The successful candidate will oversee projects from proposal through completion, manage client relationships, supervise technical staff, ensure quality control, monitor budgets and schedules, establish property boundaries and rights-of-way, and prepare and seal survey deliverables.

Essential Responsibilities

  • Manage transportation, boundary, topographic, and right-of-way survey projects from inception through completion.
  • Serve as the primary point of contact for clients, maintaining strong relationships and ensuring exceptional service.
  • Lead, mentor, and develop survey field and office personnel.
  • Prepare, review, and seal survey plats, right-of-way plans, and related deliverables.
  • Establish property boundaries, easements, and rights-of-way through deed research and title interpretation.
  • Coordinate project schedules, staffing, budgets, and quality control.
  • Ensure compliance with PennDOT, Turnpike, and applicable state and local standards.
  • Collaborate with engineers, utility owners, municipalities, and project stakeholders.

Required Qualifications

  • Bachelor's or Associate's Degree in Surveying, Geomatics, Mapping, or a related field from an accredited institution.
  • Professional Land Surveyor (PLS) license in Pennsylvania, Ohio, or West Virginia (Pennsylvania preferred).
  • 5–10+ years of progressive land surveying experience.
  • Demonstrated experience managing multiple surveying projects simultaneously.
  • Strong field and office surveying experience.
  • Proven experience managing project budgets, schedules, and client expectations.
  • Proficiency with AutoCAD Civil 3D and modern survey processing software.

Preferred Qualifications

  • Extensive experience with PennDOT, the Pennsylvania Turnpike Commission, or other state DOT transportation projects.
  • Experience preparing and reviewing right-of-way plans.
  • Strong background in courthouse deed research, title review, and boundary resolution.
  • Experience establishing property boundaries, easements, and rights-of-way.
  • Knowledge of PennDOT Digital Delivery and transportation design standards.
  • Strong leadership, organizational, and project management skills.
  • Excellent verbal and written communication skills.
