Overview:

Serves, plans, organizes, directs and evaluates the activities of subordinate administrative, technical and support staff involved in administration of Chapter 810, Article 9, Part 5 of the ILCS and 14 Ill. Adm. Code Part 180; recommends personnel actions affecting subordinate staff; approves work standards and evaluates employee performance; exercises responsibility for personnel management; directs the implementation of managerial policies and practices; recommends and reviews proposed legislation and managerial policies and practices; recommends and reviews proposed legislation and Administrative Rules changes; confers with other line supervisory, management and administrative staff to coordinate program functions with affected operational areas and to resolve administrative problems.

Duties and Responsibilities:
  • Plans, directs, organizes, evaluates and coordinates the activities of staff involved in administering Chapter 810, Article 9, Part 5 of the Illinois Compiled Statutes as they relate to accepting filings and certified requests from attorneys, corporations, bank officials, local, state and federal governments and courts; recommends personnel actions affecting subordinate staff; approves work standards and evaluates employee performance.
  • Exercises responsibility for personnel management and assignment of daily work tasks; establishes work standards within the section; directs the implementation of managerial policies and practices and assures that all laws and statutes are adhered to; approves the establishment and implementation of operational procedures and workflow; formulates and implements major policies effecting program responsibilities and determines needed program changes.
  • Responds to complex and technical inquiries from filers, financial institutions, etc. concerning interpretation and explanation of the provisions of the Uniform Commercial Code Act.
  • Recommends and reviews proposed legislation and administrative rules changes; reports to the Department Director and Office of the General Counsel on the impact of proposed changes or new legislation with regard to current operational procedures and workflow.
  • Confers with other line supervisory, management and administrative staff to coordinate program functions and to resolve administrative problems; attends staff meetings to keep abreast of policy and program changes.
  • Directs management research studies of the organization and of administrative policies and procedures and provides recommendations for improved efficiency to the Director of the Department of Business Services; prepares complex administrative reports including monthly and annual Division statistical and income reports.
  • Prepares and submits for approval proposed budgetary materials for the Division through managerial/supervisory staff.
  • Other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in business or public administration and three years of managerial experience in a public or business organization.

Knowledge, Skills and Abilities:
  • Requires thorough knowledge of the principles and practices of public and business administration.
  • Requires extensive knowledge of functions and organization of State government.
  • Requires working knowledge of the principles of business accounting, program budgeting, personnel management and statistics.
  • Requires elementary knowledge of data processing business applications.
  • Requires ability to develop and manage a statewide program.
  • Requires ability to analyze administrative problems and adopt an effective course of action.
  • Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.
  • Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
  • Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services.
  • Requires ability to develop and maintain cooperative managerial working relationships.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
