Under general supervision, Code Enforcement Officers investigate complaints from the general public, identify violations of City codes, and work to achieve compliance with City codes. The Senior Code Enforcement Officer is distinguished from the Code Enforcement Officer by its greater complexity of projects and expectations of working in a lead capacity. These positions boost Code Enforcement efforts, and may assist the Garden Grove Police Department with activities requiring Code Enforcement support. Depending upon the qualifications of the person selected for the job, positions can be filled at either the Senior Code Enforcement Officer or the Code Enforcement Officer level. Initial placement in the salary range will be based upon individual qualifications and experience. The ideal candidate will: possess strong oral and written communication skills; be customer service oriented; diffuse interpersonal conflicts tactfully and professionally; and be willing to work nights, weekends, and holidays as needed.

CODE ENFORCEMENT OFFICER: $33.79 - $49.93 per hour
- Conduct inspections to evaluate compliance with established municipal codes and regulations; identify properties and areas which are not in compliance; issue non-compliance citations; and educate the general public regarding City codes and regulations to achieve voluntary compliance;
- Perform extensive field work including interaction with citizens, property owners, tenants and business owners, and provide on-going customer service regarding all matters related to municipal codes and regulations;
- Conduct research to determine governance or to resolve code compliance issues;
- Prepare written correspondence, reports and public education materials;
- Work to develop innovative approaches that encourage property owners, managers and tenants to better maintain and/or upgrade their properties;
- Participate in the on-going review and update of applicable City codes;
- Work with City Attorney to prepare cases for court and provide court testimony as needed;
- Participate in the design, coordination and administration of the Code Enforcement Volunteer Program and other public education programs;
- Attend training classes and meetings as required;
- Perform other related duties as assigned.
SENIOR CODE ENFORCEMENT OFFICER: $36.24 - $53.54 per hour
In addition to the Code Enforcement Officer duties listed above:
- Serve as a lead in the Code Enforcement Unit to ensure conformance with department and division policies and procedures;
- Liaison with investigators and community members to maintain the City's code enforcement tracking system and ensure accurate documentation and case files, such as investigations, inspections, enforcement actions, and all other code enforcement related activities;
- Provide technical assistance to Building & Safety Division staff and other City departments in areas of specialization; participate in the on-going review and update of applicable City codes and regulations;
- Train code enforcement staff and clerical personnel, assist in the recruitment and selection of staff, and provide or coordinate staff training and certifications;
- May assist in compiling data in preparation of the department's operating budget;
- Perform other related duties as assigned.
CODE ENFORCEMENT OFFICER
Minimum Requirements:
- Education: High school diploma or equivalent
- Experience: Two (2) years of responsible experience in obtaining compliance with regulatory codes, public laws, or guidelines, including conducting public inspections, customer services operation and/or complaint investigations. Experience in a directly related municipal function or other government setting is highly desirable.
SENIOR CODE ENFORCEMENT OFFICER
Minimum Requirements:
- Education: Associate's degree or equivalent to 60 semester units from an accredited college or university in Planning, Construction Science, Criminal Justice, Public Administration, Business Administration or a related field is required. Bachelor's degree in Planning, Construction Science, Criminal Justice, Public Administration, Business Administration, or related field highly desirable.
- Experience: Three (3) years of responsible experience in municipal code enforcement, including investigating and interpreting ordinance violations related to land use, building construction, zoning and public nuisances. Lead or supervisory experience in code enforcement environment is highly desirable.
OTHER REQUIREMENTS
Candidates must possess and maintain a valid California Class C driver license and an acceptable driving record in order to operate a City vehicle. An acceptable driving record is one that has three (3) or fewer DMV points issued within the past five (5) years, and no more than one (1) DUI within the past ten (10) years.
Possession of P.C. 832 certification is required at time of application.
Certification as a Certified Code Enforcement Officer and ICC certification as a Certified Building Inspector or equivalent are considered highly desirable.

KNOWLEDGE OF
Customer service techniques and principles; proficiency with personal computer software applications, particularly MS Word; principles and practices of code enforcement programs and procedures; State, Federal, and local Building, Plumbing, Mechanical, Housing, International Zoning, and International Property Maintenance Codes.
ABILITY TO
Learn, appropriately apply, and retain knowledge of a complex system of codes, regulations and processes; provide excellent customer service, treat the public diplomatically and with respect, and maintain effective working relationships with other City employees, as well as others encountered in the course of work; be solution-oriented, persuasive and assertive, without being confrontational, in pursuit of code compliance; conduct research of City regulations, records and permits; work closely with detail and ensure accuracy of information in all communications and records; communicate clearly and concisely, both orally and in writing, and use a personal computer to prepare a variety of reports, memos, letters and brochures.
