About This Position

The Human Resources Generalist is responsible for performing a wide range of HR-related duties and works closely with the Director of HR in developing, programs, functions and activities. Primary emphasis is on recruiting/hiring, onboarding, and ATS/HRIS management. This position also carries out responsibilities in the following functional areas: employee relations, training, policy implementation, employment law compliance, worker's comp, and risk management. In order to be successful, the Human Resources Generalist must have excellent organizational and communication skills, work well in a group setting and respect the mission and values of the organization. Work is performed under the direct supervision of the Director of Human Resources. Work hours for this position are 7:30am to 4:30pm Monday through Friday with 1 hour for lunch or as otherwise assigned.


  • Leads recruitment efforts including talent acquisition strategy, employer branding, job postings (including interviews, applicant tracking and communication, and marketing of openings), suggestions for competitive compensation packages, and creation of job offers in collaboration with departments.
  • Facilitates new-employee orientations and onboarding efforts.
  • Analyzes trends in compensation and proposes competitive base and incentive pay programs to ensure the city attracts and retains top talent.
  • Provides pay data for development and implementation of salary ordinance.
  • Maintains and updates city job descriptions.
  • Develops and maintains an annual organization wide staffing analysis.
  • Assists in city-wide training and engagement related activities (ie. Lifecycle planning, personality assessments, various software and tools, resources, compliance training), as needed.
  • Maintains confidentiality of employee issues and files and updates Human Resources Management software.
  • Ensures compliance with federal, state, and local regulations concerning employment, benefits and record keeping, including compliance with the Health Insurance Portability and Accountability Act.
  • Participates in job related trainings, seminars, meetings, etc.
  • Supports HR team with projects, tasks, and objectives or other duties as assigned.

Knowledge, Skills and Abilities

  • Excellent interpersonal, negotiation and conflict resolution skills;
  • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.) or related software, such as Applicant Tracking System and Human Resources Information System;
  • Basic knowledge of recruitment and hiring best practices;
  • Basic knowledge of personnel practices and procedures;
  • Basic knowledge of federal, state, and local employment laws, rules and regulations;
  • Basic knowledge of state regulations regarding the release of employee files;
  • Basic understanding of structure and operation of local government;
  • Ability to research and interpret information;
  • Ability to communicate effectively, both written and orally;
  • Ability to create and foster relationships with internal teams;
  • Ability to independently plan, organize and prioritize work on multiple projects and programs;
  • Ability to work on several tasks and projects at the same time and meet deadlines amidst frequent distractions and interruptions;
  • Ability to act with integrity, professionalism and confidentiality;
  • Curious learner with willingness to expand knowledge.

Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 2+ years of experience in human resources, with a focus on recruitment and hiring, or a combination of equivalent education and experience.
  • Professional certification such as SHRM Certified Professional (SHRM-CP) or HRCI Professional in Human Resources (PHR) is preferred.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, distance vision and ability to adjust focus; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).


Special Requirements

Valid driver's license in the State of Indiana.
