About This Position
POSITION OVERVIEW:
The WRF Supervisor is responsible for the planning, organizing, and supervising of the Water Reclamation Facility’s (WRF) day-shift staff (3 to 4 Operators depending upon assigned facility), in coordination with the WRF Managers and WRF Senior Manager, for daily routine tasks, as well as facility-related rehabilitation and upgrade projects. This position also arranges, assists, and tracks the required annual training for all Operations personnel, as well as represents Operations during scheduled inspections of treatment facilities for safety, stormwater, risk management, and vulnerability assessments.
The Adams Field/Little Maumelle WRF Supervisor is responsible for contract services associated with and the supervising of staff in the scheduling, cleaning, inspection, and procurement of all tertiary filtration systems and UV disinfection related parts, chemicals, and services for both Adams Field and Little Maumelle WRF facilities, which are the critical final process steps in the operation of these two water reclamation facilities.
The Fourche Creek WRF Supervisor is responsible for the annual biosolids land application tasks including contract administration, landowner coordination and supervising staff in the preparation, analysis, and field inspection activities associated with the 5,500 dry tons applied each year.
This position provides leadership, mentorship, and training to other Operations staff, and may serve in a lead capacity for Operations in the absence of the Manager, as well as responsible for prioritizing activities between the different treatment facilities and wet weather control systems to maintain proper facility operations.
PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
- Schedules and supervises day-shift Operators, which include relief-shift Operators.
- Performs job duties in a safe manner compliant with policies, procedures, and practices.
- Collaborates with WRF Managers and Senior Manager on facility schedules, projects, and forecast budgetary and process related planning.
- Serves as liaison with other departments for facility, pump station, and inspection activities.
- Oversees, generates, and tracks Operations purchase requisitions, Capital Investment Purchase Authorizations (CIPAs), and other general purchases in accordance with proper procurement procedures.
- Schedules, assists, and tracks Operations personnel on annual training requirements for licensure, operational safety, HAZWOPER, chemical safety, and PPE practices.
- Prepares weekly operational readiness and equipment status reports for distribution to all departments.
- Organizes, schedules, and distributes daily work orders.
- Assists in training personnel on computer software being used (i.e., EAM Production and Finance Enterprise, Ops, HachWims, SCADA, etc.)
- Updates and maintains all O&M manuals and facility Standard Operating Procedures (SOP) documentation.
- Conducts routine inspections to ensure facility equipment is running efficiently, and that standard Operations strategies and procedures are being followed.
- Conducts laboratory analytical testing for quality assurance/control.
- Monitor flow meters, gauges, pressures and related controls through instrument panels, SCADA terminals, and programmable logic control units.
- Diagnose basic operational problems and take corrective action per procedure.
- Ability to work independently in compliance with given instructions and direction.
- Work effectively in a team environment and provide support and assistance to others.
- Lead special projects to improve operations, safety, and employee development.
- Must be able to respond to emergency calls as needed and work extended hours to accommodate project or facility needs.
- Spends 50% of time in operations environment and 50% of time in office environment.
- Perform other job duties as requested to support LRWRA operations.
LEVEL OF SUPERVISION RECEIVED (minimal, regular, general, daily):
Minimal Supervision Required
TOTAL POSITIONS SUPERVISED:
Supervises three to four Day Shift Operators (Dependent on Facility Location).
QUALIFICATIONS & SKILLS:
Required:
- 2-year degree directly related to environmental technology.
- 6 years of experience in wastewater or municipal water supply, with progressive responsibility and wastewater industry training during that timeframe, may be considered in lieu of education requirements.
- 3 years of experience in the operation and maintenance of wastewater treatment and equipment.
- Possess and maintain a Class IV Arkansas Wastewater Operator’s License or obtain a Class IV Arkansas Wastewater License within one year.
- Knowledge of computer software operating systems.
- Knowledge of the operation and maintenance of related mechanical and electrical equipment.
- Knowledge of wastewater biological process and laboratory analysis related to operational efficiency.
- Ability to plan and schedule tasks, projects, and routine work orders.
- Ability to communicate orally and in writing complex written instructions.
- Ability to generate effective training aids for operational personnel.
- Ability to document programs and procedures.
- Must maintain valid Arkansas driver’s license.
Preferred:
- 1 year experience in project management.
- Arkansas Advanced Industrial Wastewater License.
