The City of Laramie is accepting applications for a Treasury Operations Analyst in the Administrative Services Department. This position analyzes financial, operational, billing, consumption, case, revenue, and system data; assists in identifying and resolving discrepancies and process issues; supports system configuration and implementation; develops reports and recommendations; and assists with continuous improvement of Treasury Operations.

DUTIES & RESPONSIBILITIES:

• Assist in the development of statistical methods and procedures for routine data collection, review, analysis, and communication of statistics and operational trends. Compile, analyze, and maintain related reports. Provide analytical support for Municipal Services Billing, Municipal Court, Accounts Receivable, and Cash Receipting.
• Provide support to the Deputy Treasurer in monitoring and analyzing the impact of proposed legislation, ordinances, and regulatory changes. Conduct impact studies and analysis and identify procedural, system, and process changes that proposed legislation may create within Treasury Operations.
• With oversight from the Deputy Treasurer or designee, assist with operations including staff development, training, and mentoring. Plan, prioritize, and provide business, billing, consumption, caseload, citation, and other analytical information and support services for the Deputy Treasurer. Monitor own workload and work activities with infrequent daily direction. Meet the demands of multiple conflicting deadlines, complete work efficiently, and communicate progress and issues to the Deputy Treasurer or designee.
• Assist the Deputy Treasurer with citywide investment strategy, including monitoring trends, analyzing cash flow and investment performance, preparing reports, and evaluating the performance of the investment portfolio. Work with the Deputy Treasurer to review, update, and implement investment policies and procedures.
• Assist in Municipal Services Billing, actively support daily operations as needed including billing, cash receipting delinquency processing and other duties as assigned.
• Provide support to Municipal Court in system analysis, monthly reporting, required ordinance changes, bond fee adjustments, and other assigned activities. Support the Court clerks as needed and maintain expert-level knowledge of the Municipal Justice System and its related processes.
• Assist with system software and interface implementation, maintenance, and management. Establish and maintain user setup and security. Monitor, evaluate, design, test, and maintain technical configurations within Treasury Operations software and interfaces. Maintain expert-level knowledge of Treasury Operations business systems and their related processes, data, interfaces, and functionality.

QUALIFICATIONS (A combination of the following experience and training, or the equivalent of, would be qualifying):

• Two years of responsible experience in business operations systems (cash management, utility billing or receivables). Experience working for a governmental entity is preferred.
• Bachelors Degree from an accredited college or university in Accounting, Finance, Business Administration, Information Systems, Data Analytics, or a closely related field.
