GENERAL SUMMARY

To execute specialized and routine tasks critical to the delivery of emergency and non-emergency communication services. This role involves receiving and processing calls for the Mt. Juliet Police Department (MJPD), Fire Department Mt. Juliet (FDMJ), and general City inquiries, dispatching appropriate emergency personnel, and providing comprehensive assistance across various police department divisions as needed.

SUPERVISION

General supervision is provided by the ARCC Lead Operator, the ARCC Director, and the Administrative Services Bureau Captain.

EDUCATION AND MINIMUM JOB REQUIREMENTS

1. High school diploma or equivalent.
2. Must be at least 18 years of age.
3. Citizen of the United States.
4. No felony or serious misdemeanor convictions involving Moral Turpitude as the term is defined by the law, and not to have been released or discharged under any other than honorable conditions from any of the Armed Forces of the U.S.
5. Have fingerprints on file with the TBI.
6. Possession of a valid Tennessee driver’s license
7. T.I.E.S. certification preferred (required within six (6) months of employment).
8. EMD (Emergency Medical Dispatch) certification preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Organizational structure of the police department.
2. Laws and ordinances of the City of Mt. Juliet and the State of Tennessee.
3. Federal Communication Commission (FCC) rules and regulations pertaining to radio transmission and reception.
4. Operation of E-911 equipment, NCIC computer systems, radio transmitting/receiving consoles, and other equipment standard to an ARCC.
5. Modern office equipment, computers, procedures, and methods.
6. Business letter writing, basic report preparation, and correct English usage, spelling, grammar, and punctuation.
7. Utilizing computers and relevant public safety software applications.
8. Communicating effectively and professionally with individuals in highly volatile or stressful situations.
9. Managing diverse public contacts across a variety of scenarios.
10. Achieve NCIC proficiency within six (6) months of employment as a condition of continued employment (training provided).
11. Read, interpret, and accurately enter information for various programs and reports.
12. Work regular and irregular shift rotations, including weekends, holidays, and extended hours during emergencies, disasters, or staffing shortages.
13. Maintain composure and use sound judgment under extreme stress; assertively yet calmly solicit critical information from distressed callers.
14. Respond promptly and professionally to requests and inquiries from the general public.
15. Communicate clearly and concisely, both orally and in writing.
16. Establish and maintain effective working relationships with all contacts encountered during the course of work.
17. Simultaneously perform and manage a variety of tasks (multitasking).
18. Operate specialized communications and computer-related equipment.
19. Rapidly assimilate incoming information and implement the appropriate course of action.
20. Pass required medical/physical examinations, psychological evaluations, and drug screenings.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

1. Maintain the physical condition appropriate to the performance of assigned duties and responsibilities, which includes:
   • Fulfilling responsibilities in a work environment periodically characterized by anxiety, confusion, and high stress.
   • Maintaining constant situational readiness to answer and dispatch calls.
   • Sitting for extended periods at a workstation.
   • Operating highly specialized and complex communications equipment.
