The primary goals of this Associate Dean will be to strengthen these programs, forge and nurture partnerships, and harness synergies that will help Skagit Valley College deliver transformative outcomes for our students and alumni.

The Associate Dean has two complementary focus areas: program management and partnership development. They oversee and support SVC’s apprenticeship and Bachelor of Applied Science (BAS) programs. They also develop new partnerships and expand existing collaborations with employers, unions, and educational institutions. These partnerships expand internship and employment opportunities for SVC students and alumni, and they grow dual-credit options (CTE Dual Credit, College in the High School, and Running Start) that build bridges between K-12 and college, opening doors of opportunity for diverse students. The position thus requires excellent interpersonal, communication, and problem-solving skills, combined with a collaborative work style.

Program Leadership and Management

Oversee bachelor’s program coordination and lead the development of new bachelor’s degrees to meet workforce needs and ensure clear and accessible pathways from associate degrees into bachelor’s programs.

• Work with bachelor’s program faculty and staff to ensure accessible, visible, and equitable pathways from two-year to four-year programs;
• Lead teams seeking to develop and launch new professional/technical bachelor’s degrees;
• Supervise and lead staff who support Skagit’s BAS programs” under program leadership and management;
• Collaborate with Student Affairs to ensure successful outreach/marketing efforts and smooth student intake of new bachelor’s degree students;
• Support program review and ongoing evaluation of baccalaureate instructional programs.

Oversee apprenticeship programs to ensure smooth implementation and increase enrollment.

• Manage partnerships with unions and related organizations to ensure high-quality and successful apprenticeship programming;
• Coordinate apprenticeship efforts with unions to ensure that Related Supplemental Instruction (RSI) credits are correctly cataloged and transcribed;
• Collaborate with Student Affairs to ensure the successful admission, enrollment, and support of apprenticeship students;
• Increase the visibility of and enrollment in the Multi-Occupational Trades degree.

Partnership Development and Community Engagement

Build new dual-credit partnerships and deepen existing collaborations between the college and its K-12 partners to increase enrollment in workforce certificates and degrees.

• Map out curricular pathways for streamlined enrollment from high schools and skills centers to professional/technical programs in alignment with Guided Pathways and strategic enrollment management efforts;
• Oversee CTE Dual-Credit articulation process; coordinate with K-12 and SVC staff and instructors;
• Increase College in the High School and Running Start options for students interested in CTE/workforce programs;
• Collect, analyze, and report program data related to dual-credit options, articulations, transitions, and other metrics as needed;
• Promote the continuous improvement of dual-credit options in CTE areas, increasing articulations, awareness, and enrollment;
• Collaborate with Student Affairs staff and community partners like FuturesNW and Northwest ESD 189 to promote workforce pathways to K-12 students, their families, and the community.

Deepen and build connections with local employers and unions.

• Support outreach efforts to create strong and diverse advisory committees and develop more employment and work experience opportunities for professional/technical students, especially those in BAS and dual-credit programs;
• Maintain a strong, collaborative relationship with unions, employers, economic development entities, Employment Security, the Workforce Development Council, etc.

Represent SVC Workforce Education across campus, the region, and the state.

• Serve as a liaison in promoting professional/technical student recruitment, retention, and success across departments including Basic Education for Adults, Enrollment Management, Counseling, Financial Aid, etc.;
• Participate as a member of the Instructional Leadership team;
• Serve as the administrative representative on tenure review committees from time to time;
• Represent the college at the Baccalaureate Leadership Council.

Minimum Qualifications

• Master's degree from an accredited college or university;
• Three (3) years of administrative or teaching experience in higher education or three years of K-12 teaching experience in a CTE field;
• Three (3) years of experience in program leadership and management, including supervisory and budget experience;
• Experience in writing and/or managing grants and/or outside funding;
• Demonstrated commitment to equity and inclusion.

Preferred Qualifications

• Master’s degree in education, counseling, business, or a professional/technical area;
• Three (3) years of teaching experience at a community or technical college;
• Five (5) years of experience in educational administration, including program development and working with multiple community partners.

Salary and Benefits:

• Annual salary rate for this twelve-month, 100% full-time position is $90,000 - $99,000 annually depending on experience;
• Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon as practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
• This position is exempt from civil service. This position is eligible for overtime.
