Position Summary
Aleut Federal is seeking an experienced Deputy Project Manager to lead the execution of a federal construction project at Malmstrom Air Force Base, Montana. This role is responsible for overall project planning, administration, execution, client coordination, financial performance, and successful delivery of the work in accordance with contract requirements.
This project includes the construction of a new Commercial Vehicle Entrance Control Facility with a two-bay inspection building and associated command-and-control, waiting, latrine, storage, K9, mechanical, and communications spaces, along with related roadways, utilities, fencing and gates, lighting, and active/passive vehicle barrier systems. The project also includes phased site access and optional POV ID check area improvements.
The Project Manager will work closely with the Regional Director, Superintendent, Site Safety and Health Officer, Quality Control Manager, subcontractors, suppliers, and Government stakeholders to ensure the project is delivered safely, on time, within budget, and in full compliance with contract requirements.
Key Responsibilities
- Lead overall project execution from award through closeout.
- Serve as primary management interface with Government representatives, including the Contracting Officer and Resident Office staff.
- Manage project financial performance, budget forecasting, cost control, and subcontractor oversight.
- Oversee project for safety, quality, schedule, procurement, reporting, and contract administration.
- Coordinate project startup activities, including staffing, access planning, badging, phasing, and preconstruction requirements.
- Support and manage submittals, RFIs, progress documentation, schedule updates, meeting preparation, and closeout deliverables.
- Ensure compliance with project phasing, work-hour restrictions, outage coordination, utility requirements, and secure-site access requirements. The contract includes phased access, limited work hours, utility outage notice requirements, badging/CEAL processing, vehicle restrictions, and force-protection compliance.
- Lead coordination for Government meetings, including preconstruction, progress, partnering, and turnover/Red Zone meetings.
- Support preparation of change order requests, equitable adjustments, and contract modification pricing.
Minimum Qualifications
Education
Bachelor’s degree in construction management, engineering, architecture, or a related discipline preferred. Equivalent experience may be substituted.
Experience
- Minimum 10 years of construction project management experience on federal projects of similar size and complexity.
- Strong preference for experience with USACE, DoD, and Air Force construction projects.
- Demonstrated success managing projects in the $20M range or comparable scope and complexity.
- Experience with federal vertical construction, civil/site work, utilities, roadway improvements, PEMB’s, fencing/gates, and security-related infrastructure.
- Experience managing subcontractors, project controls, change conditions, and contract administration in an active federal environment.
- Experience coordinating with Government stakeholders, regulatory entities, and utility/service providers.
Required Knowledge, Skills, and Abilities
- Strong project management skills in safety, cost, schedule, risk, contract administration, and change management.
- Working knowledge of EM 385-1-1, OSHA requirements, and federal construction safety practices. The contract expressly references EM 385-1-1 and Governmental Safety Requirements.
- Experience with Primavera P6 and CPM schedule coordination preferred.
- Ability to read and interpret drawings, specifications, phasing plans, and technical contract requirements with minimal supervision.
- Strong skills in subcontractor management, procurement coordination, and project reporting.
- Ability to develop or support work plans, quality control documentation, activity hazard analyses, accident prevention planning, traffic control coordination, and cost-loaded schedules.
- Strong computer skills, including Microsoft Office and project documentation/reporting tools.
- Excellent communication skills and the ability to lead in a fast-paced, high-accountability environment.
Preferred Qualifications
- Experience on secure military installations with access control, badging, CEAL processing, and phased work zones. The contract contains detailed base-access, CEAL, vehicle screening, and force-protection requirements.
- Experience with USACE RMS, progress payment support, Red Zone turnover planning, and federal closeout documentation.
- Experience managing work involving barriers, fencing/gates, utility coordination, and roadway interfaces.
- Design-build or complex federal phasing experience.
Preferred Certifications
- Project Management Professional (PMP)
- Primavera P6 Fundamentals and/or Advanced
- OSHA 30-Hour Safety Training
- EM 385-1-1 Safety Training
- USACE CQM-C preferred
Special Requirements
- Valid driver’s license.
- Ability to pass pre-employment screening and meet all installation access requirements. The contract includes base access vetting, REAL ID/credential requirements, CEAL processing, and vehicle access restrictions.
- Ability to work on-site full-time at Malmstrom AFB.
- Ability to support occasional after-hours coordination, or weekend work when required by schedule, outages, or project conditions.
Physical Demands
- Ability to communicate effectively in office and field settings.
- Ability to sit, stand, and walk for extended periods of time.
- Ability to use hands and arms for routine computer and field documentation tasks.
- Ability to lift up to 30 pounds. The current draft appears to intend a 30 lb lifting requirement.
Work Environment
This position involves both office and field work on an active construction site within a secure military installation. The employee may be exposed to environmental conditions, active equipment, construction noise, and varying weather while in the field.
