POSITION: Senior Airport Operations Officer

REPORTS TO: Operations Manager and Assistant Manager

LOCATION: New York Stewart International Airport (SWF)

TERMS: Monday – Friday / 8-hour shifts

SUMMARY:

The Senior Operations Officer conducts the daily administrative functions associated with the Operations Department and directs subordinates in functions, which will assure the Airport’s compliance with all Federal, State, and Local regulations. This position works under the supervision of the Operations & Security Manager and Assistant Manager. The Senior Operations Officer on duty shall represent Airport Management in its absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for ensuring that all requirements of the Airport Operations Department are fulfilled at all times. Makes every effort to see that all reasonable expectations of the Airport are met or exceeded 24 hours a day, 7 days a week. Directly oversees two or more employees at any given time and carries out these responsibilities according to all applicable laws.

The responsibilities of the Senior Operations Officer include:

Administrative Duties

• Enforces Airport Rules and Regulations. Ensures compliance with the provisions of the Airport Certification Manual (ACM), Emergency Plan, Snow Removal Plan, Security Plan, Federal Aviation Regulations, and other Federal, State, and Local ordinances.
• Ensures, and assists in the coordination and oversight of construction activity on the airport.
• Ensures proper monitoring and control of the Glycol Containment Systems. Assists in contaminated water removal operations.
• Ensures proper noise complaint retrieval and documentation.
• Ensures proper manning of Airport Operations Center (AOC) 24 hours a day year round.
• Responds or directs response to any and all emergencies on the airport involving aircraft, ground equipment, people, breaches of security, incidents, accidents, etc. Ensures proper activation of the Airport’s Emergency Plan as required. Serves as liaison with all responding agencies. Establishes or provides for the establishment of the Airport’s Emergency Operations Center.
• Oversees the collection and dissemination of data such as property or personal injury claims, unusual occurrences, and malfunctioning equipment or machinery for use by management staff.
• Serves as liaison between the Airport and Airport Tenants. Is familiar with tenant lease terms and requirements in order to monitor operational practices, which may impact safety and/or agreement terms.
• Assists with development and enforcement of Airport policies and procedures to improve safety and efficiency of airport operations.
• Interact with the general public and all other airport agencies to promote harmonious operations. Conducts him or herself in a manner favorable to the airport when dealing with the public and other airport agencies. Ensures non-supervisory personnel conduct themselves in a similar manner.
• Ensures proper documentation of all activities during the shift. Responsible for submitting and following up on reports.
• Performs or provides for the completion of other administrative duties as required, such as security and driver’s training classes, lectures, and briefings.
• Performs or provides for completion of various routine patrols in the terminal buildings, parking lots, streets, and other portions of the Airport to ensure high standards of service to the public.

QUALIFICATIONS:

• Must and hold maintain a valid New York State Security Guard license.
• Possession of a valid driver’s license and ability to obtain and sustain a valid driver’s license in the person’s state of residence.

• Strong computer skills with ability to effectively utilize a wide variety of programs (MS Office, etc.), with ability to learn new programs introduced in the future.
• Must possess excellent verbal and written communication skills.

EDUCATION & EXPERIENCE

An Associate’s Degree in Aviation Management (Bachelor’s Degree Preferred). A minimum of five years’ experience in Airport Operations or an aviation related field is required; one (1) year must have been in a supervisory position. A combination of experience and education equivalent to five (5) years may be considered as a minimum qualification.

Language Skills – Ability to read analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedures manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Confidence in public speaking and giving presentations is mandatory. Competence in foreign languages desired, but not required.

Mathematical Skills – Ability to calculate figures such as discounts, interest, commissions, proportions, percentages, and area. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability – Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Must be able to make assessments, and then formulate well thought out and logical decisions based on FARs and Airport Rules and Regulations in a quick and concise manner – sometimes under emergency and stressful situations. Must be able to exercise discretion and sound judgment in dealing with tenants, subordinates, airline management, and the traveling public.

Working Conditions – Works rotating shifts, including nights, weekends, and holidays. Is exposed to adverse weather. Must respond to Airport Emergencies. May be required to work mandatory overtime.
