Job Description
The EHS Manager is the architect of Bell Ambulance’s safety culture, overseeing safety standards across Clinical Operations, Fleet, Maintenance, and Administrative Services. This role transitions safety from a reactive function to a proactive leadership pillar centered on Accountability, Remediation, and Total Risk Mitigation. The EHS Manager identifies the root causes of systemic failures by analyzing vehicle accidents, workplace injuries, and high-risk clinical incidents. This position holds the authority to trigger Stop Work Authority (SWA) and initiate administrative suspensions when immediate dangers arise. Through a Just Culture lens, the EHS Manager collaborates with Education, Human Resources, and all departmental stakeholders to translate incident data into systemic changes that ensure the entire workforce—whether in the field, the shop, or the office—returns home safely.
Key Responsibilities1. Corporate Authority & Risk InterventionStop Work Authority (SWA): Holds ultimate authority to immediately suspend any operation, task, or facility activity posing an imminent threat to life or health.
Administrative Suspension: Authority to initiate the immediate "Removal of Status" (driving or clinical) following a significant safety breach or incident, pending a formal review.
Subject Matter Expert (SME): Serves as the primary fact-finder in disciplinary meetings, ensuring that any personnel actions are based on objective data and Just Culture principles.
Incident Investigation: Leads comprehensive, 1-on-1 fact-finding interviews for all crashes, injuries, and scene-safety failures.
Just Culture Application: Utilizes the Just Culture Algorithm to differentiate between system failures, human error, and reckless behavioral choices.
Safety Task Force: Coordinates the Safety and Compliance Task Force to facilitate peer review of incidents and foster transparency.
Workers’ Compensation & RTW: Manages employee injuries, Workers’ Comp claims, and the Return-to-Work (RTW) / Light Duty program, with support from Human Resources.
Insurance Liaison: Participates in Catalyst Insurance reviews and annual data analysis to identify high-cost risk trends and mitigation strategies.
Regulatory Compliance: Oversees 100% compliance for BBP, Hazard Communication, mandated vaccinations, and OSHA reporting requirements.
Corrective Action Plans (CAP): Collaborates with the Education Department to design targeted CAPs addressing specific root causes (e.g., bariatric equipment handling, backing maneuvers).
Success Monitoring: Tracks the "return to status" process, auditing employees to ensure remedial actions are sustained over time.
Safety Communications: Proactively disseminates "Safety Touches," newsletters, and memos to highlight "good saves" and share data-driven best practices.
Behavioral Analytics: Manages Lytx/DriveCam systems and analyzes scorecards to identify and coach high-risk driving behaviors before an accident occurs.
Comprehensive Ergonomics Program: Lead the development of an organization-wide ergonomics strategy. This includes:
Partner with the Education Department to train and audit proper lifting techniques, power-stretcher operation, and bariatric transport protocols.
Conduct workstation assessments for office staff and physical task analysis for fleet and maintenance technicians to prevent repetitive motion injuries.
SOP Development: Drafts and implements new Standard Operating Procedures (SOPs) based on identified trends.
Job Hazard Assessments (JHA): Conducts regular field audits and unannounced spot checks to identify environmental and task-based risks.
Required Education & Experience:
Certification: ASP (Associate Safety Professional) or CSP (Certified Safety Professional) designation required.
Training: OSHA 30-hour General Industry Certification.
Experience: Minimum 3–5 years of EHS leadership, preferably in EMS, healthcare, or fleet operations.
Preferred Specialized Certifications:
ARM (Associate in Risk Management): Expertise in managing financial risks in a captive insurance model.
CDS (Certified Director of Safety): Focused on transportation and fleet behavioral analytics.
CHMM (Certified Hazardous Materials Manager) or CPHRM (Certified Professional in Healthcare Risk Management): For specialized oversight in hazardous materials or healthcare-specific liability.
Claim Reduction: Measurable reduction in Workers’ Compensation frequency and severity.
Injury Reduction: Target a specific reduction in musculoskeletal disorders (MSDs) and "overexertion" injuries.
Compliance Rate: 100% completion rate for mandated BBP, HazCom, and vaccination tracking.
Proactive Mitigation: Completion of a comprehensive JHA registry for all departments (Fleet, Clinical, Facility).
Reporting Growth: Increase in voluntary "Near-Miss" reporting through non-punitive internal channels.
