Director of Capital Projects and Engineering

San Francisco Bay Ferry is seeking an experienced, forward-thinking leader to serve as Director of Capital Projects and Engineering. The Director leads the planning, design, procurement, and delivery of complex capital projects, including vessel electrification, infrastructure upgrades, vessel and facility maintenance. This position ensures compliance with regulatory standards, manages engineering support, and provides strategic and technical leadership across capital program initiatives.

Under the direction of the Chief Capital Program Officer, the Director will manage and lead the planning, design, delivery, maintenance, and repair of capital projects and agency assets, including vessels, terminals, and related facilities; oversees project scoping, budgeting, scheduling, procurement, and compliance with regulatory requirements; manages consultant contracts and ensures effective coordination with internal departments to align projects with agency goals; and conducts stakeholder engagement, maintains project documentation, and ensures on-time, on-budget project completion.

The ideal candidate is a strategic and collaborative project management leader with experience overseeing complex capital improvement, repair, and maintenance programs in marine, transportation, transit, or similar operating environments. They bring strong expertise in project management, budgeting and financial oversight, procurement, contracting, and public-sector project delivery. While marine experience is highly desirable, candidates do not need to be engineers; instead, they should possess the ability to manage complex projects, understand technical issues, and effectively communicate with executive leadership, governing boards, contractors, partner agencies, and community stakeholders.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to a Bachelor’s degree in Marine Engineering, Civil Engineering, Construction Management, Project Management, or a related field .

Experience:
  • Seven (7) years of progressively responsible experience in capital project management, marine engineering, or construction management with at least three (3) years of experience in a supervisory or management capacity
  • Experience with USCG and various state regulations and experience with CFR's with emphasis on Title 46, Subchapter K is desired.
