Job Summary
Essential Functions

Coordinates all aspects of construction project; verifies materials ordered and used; maintains Project Log Book to record daily activities for each project, including environmental conditions, work competed, contractor representatives at job site, conversations with contractors, and Instructions given and received.
Inspects grading, subgrade and base work, pipe laying, asphalt or concrete paving, drainage, curb and gutter work, bridge repairs and maintenance, and sediment control procedures on County Road construction projects to ensure conformity with approved plans and inspections, and ADA compliance.
Mediates Issues, problems, and disputes between contractors and citizens; consoles citizens, assuring them of their rights; and acts as liaison between contractor, County departments, utilities, residents, business operators.
Attends pre-construction and plan review meetings; examines plan drawings and contract to ensure adherence during construction.
Reviews erosion control plans; Identifies solutions to drainage and sediment control problems; ensures proper Installation and execution of each element of plan.

Additional Duties:
Employees in this classification may be expected to perform any related duties as required by proper authority.
Knowledge, Skills, and Abilities
Knowledge of department and County policies and procedures, County codes and ordinances, County Zoning Ordinance, State building construction codes and regulations.
Knowledge of record keeping, report preparation, filing methods and records management techniques.
Knowledge and principles of construction design standards; applicable laws, rules, and regulations.
Knowledge of construction methods used in residential and commercial projects, and use of applicable Inspection tools and equipment.
Knowledge of Safety requirements and OSHA standards.
Ability to enforce applicable laws, rules, and regulations; while maintaining accurate records and files, as well as interpreting and enforcing inspection codes and regulations.
Ability to review site and development specifications, inspecting transportation construction sites.
Ability to communicate, interpersonal skills as applied to Interaction with coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to receive work direction.
Ability to use sound judgment and Interpretation in application.
Ability to read and interpret documents such as policies, standard operations, and procedure manuals, etc.
Working Conditions
Work is regularly performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, machinery, and traffic hazards. Work may involve some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-20 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Tasks also require the ability to-perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.
Minimum Qualifications
- High school diploma, GED, or equivalent training program In a construction-related technical field.
- Five (5) years of experience in roadway construction Inspections; roadway construction, bridge repair, and maintenance. With a Minimum (1) year experience with Asphalt, Concrete, and Soils construction materials testing.
- OR any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Valid State of Georgia Driver's License.
- Must Possess a level 1B Certification for Soil Erosion and Sedimentation Control or have the ability to obtain within six (6) months of employment.
- Must Possess a Work Zone Safety Certification or have the ability to obtain within six (6) months of employment.
Preferred Qualifications
- NICET Highway Construction Inspection certification.
