As a Technical Product Manager – IT Operations & Security, you will lead the planning, prioritization, and successful delivery of a diverse portfolio of technology initiatives supporting a large-scale federal program. Working across infrastructure, security, cloud, and enterprise application environments, you will balance strategic roadmapping with day-to-day project execution while collaborating with technical experts and key stakeholders. This role requires a strong technical foundation, excellent program management skills, and the ability to align business priorities with complex technology solutions. You will play a central role in driving operational excellence, managing cross-functional teams, and supporting future program growth through strategic planning and proposal development. - Lead the Operations workstream by managing a portfolio of infrastructure, security, compliance, and application modernization initiatives from planning through successful delivery.
- Build, maintain, and continuously prioritize a strategic roadmap that balances business value, technical dependencies, risk mitigation, compliance requirements, and stakeholder priorities.
- Serve as the primary liaison between client stakeholders and internal delivery teams, fostering trusted relationships and ensuring alignment throughout project execution.
- Oversee multiple concurrent technology projects involving enterprise infrastructure, cloud platforms, identity and access management, enterprise applications, and systems integrations.
- Collaborate with engineering and technical leadership to validate project scope, technical approaches, staffing requirements, resource allocation, and delivery timelines.
- Evaluate technical candidates and staffing needs for infrastructure, security, DevSecOps, and engineering roles to support successful project execution.
- Contribute to project estimation, cost proposals, statements of work, and business development activities by leveraging historical project data and delivery insights.
- Identify, monitor, and proactively manage project risks, dependencies, schedules, budgets, and performance metrics while providing regular reporting to stakeholders.
- Maintain product backlogs, epics, user stories, and project documentation using Agile tools while driving continuous improvement across delivery processes.
- Coordinate closely with other program and product leaders to manage cross-functional dependencies and optimize shared resources.
- Bachelor's degree with at least 7 years of experience managing technical products, technology programs, or complex IT projects; equivalent combinations of education and additional experience will also be considered.
- Demonstrated experience leading infrastructure, IT operations, cybersecurity, cloud migration, identity management, or enterprise modernization initiatives.
- Strong understanding of enterprise technology environments, including Linux and Windows servers, Oracle databases, Salesforce, MuleSoft, AWS Lambda, and related cloud technologies.
- Proven success managing multiple concurrent projects while balancing competing priorities, schedules, budgets, and resource constraints.
- Experience developing product roadmaps and prioritizing portfolios based on business value, technical complexity, risk, and stakeholder needs.
- Ability to evaluate technical resumes, assess engineering talent, and collaborate with technical leaders on staffing decisions.
- Experience supporting project estimation, proposal development, cost modeling, or statements of work for technology initiatives.
- Solid knowledge of Agile methodologies and project management tools such as Jira, Confluence, or equivalent platforms.
- Excellent analytical, communication, stakeholder management, and problem-solving skills with the ability to influence cross-functional teams.
- Eligibility to obtain a Public Trust clearance.
- Preferred qualifications include experience supporting federal government programs, familiarity with CyberArk or privileged access management solutions, knowledge of DevSecOps practices, AWS cloud services, CI/CD, infrastructure-as-code, and professional certifications such as PMP, CSM, or PSM.
- Competitive annual salary of $145,000 – $165,000, based on experience.
