Regional Technical, Evidence and Quality Director (TEQ)

This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Regional Technical, Evidence and Quality Director (TEQ) in Switzerland.

This is a senior regional leadership role spanning multiple countries across MENA, Europe, and Asia, focused on driving technical excellence, evidence-based programming, and quality assurance across complex humanitarian and development contexts. You will provide strategic direction and operational oversight to a diverse team of technical advisors, ensuring high-quality program design, implementation, and learning across a broad portfolio of initiatives. The role plays a critical part in aligning technical expertise with regional strategy, strengthening program impact through evidence and innovation. You will also contribute to business development, donor engagement, and external representation, helping position the organization as a trusted partner in global development. Operating across fragile and rapidly changing environments, you will support both immediate humanitarian response and long-term resilience building. This role is ideal for a seasoned leader who thrives at the intersection of strategy, technical depth, and large-scale program coordination.

Accountabilities:
  • Provide strategic leadership for regional technical, evidence, and quality systems across MENA, Europe, and Asia, ensuring alignment with organizational and country-level strategies.
  • Oversee and coordinate multidisciplinary technical teams, including advisors in Water and Climate, Economic Opportunities, Social Integration, and Monitoring, Evaluation and Learning (MEL).
  • Ensure consistent delivery of high-quality technical support to country teams across humanitarian, development, and peacebuilding contexts.
  • Lead the development and implementation of regional technical strategies, ensuring integration with evidence generation and learning agendas.
  • Strengthen program quality by promoting adherence to technical standards, program management frameworks, and best practices.
  • Support and guide business development efforts, including proposal design, donor engagement, and technical input into funding opportunities.
  • Foster collaboration between technical and MEL teams to ensure effective use of evidence in program design, implementation, and adaptive management.
  • Represent the organization in donor meetings, technical forums, and strategic partnerships, strengthening external visibility and credibility.
  • Develop systems for technical resource planning, capacity strengthening, and knowledge sharing across regions.
Requirements
  • Bachelor’s or Master’s degree in international development, social sciences, public administration, business, or related fields.
  • Extensive experience (7+ years) in senior leadership roles within international development or humanitarian programming.
  • Proven track record managing large, geographically dispersed technical or programmatic teams.
  • Strong expertise in technical program design, evidence generation, and MEL systems in complex operating environments.
  • Demonstrated experience in business development, donor engagement, and competitive proposal development.
  • Strong understanding of humanitarian and development contexts across MENA, Europe, and/or Asia.
  • Excellent strategic thinking, problem-solving, and decision-making skills at organizational level.
  • Strong communication and representation skills, including donor-facing and inter-agency coordination experience.
  • Ability to manage multiple priorities in fast-paced, high-pressure or emergency contexts.
  • Fluency in English required; additional regional languages (e.g., Arabic) are an advantage.
