Position Summary


This is an ONSITE position located at the Navy Yard, D.C.


Active Secret Clearance Required


National Capitol Contracting is seeking a skilled and innovative Senior Foundry Developer with experience in Palantir Foundry, Qlik, Databricks, Power BI, Python, and SQL. This position combines software development, data engineering, and business operations insight to build solutions that integrate, transform, and operationalize data. The successful candidate will develop and maintain Foundry platform components, data pipelines, models, dashboards, applications, and workflows that support the Navy’s digital and operational capabilities.

NAVSEA—one of the Navy’s six system commands and the organization responsible for both industrial operations and digital modernization—has partnered with National Capitol Contracting on the congressionally funded Naval Digital Logistics Acceleration program. This is an opportunity to deliver scalable, production-ready solutions that improve operational processes and support a more resilient, data-driven Navy.

Essential Duties and Responsibilities
  • Develop and engineer Foundry platform components from end to end, including design, architecture, development, testing, code deployment, and production support.
  • Design, build, and maintain scalable applications, data products, and operational workflows within Palantir Foundry.
  • Build and optimize data pipelines, transformations, data models, and operational dashboards using code-based and low-code/no-code tools.
  • Develop data transformations and application functionality using Python and SQL.
  • Use Databricks to support data processing, transformation, integration, and analytics workloads.
  • Develop dashboards, reports, and data visualizations using Qlik, Power BI, and Foundry visualization tools.
  • Design and maintain ontology objects, properties, relationships, actions, and operational workflows.
  • Develop solutions using Foundry capabilities such as Code Repositories, Pipeline Builder, Workshop, Contour, Ontology, Actions, and Functions.
  • Integrate structured and unstructured data from databases, APIs, files, cloud environments, and enterprise systems.
  • Ensure data integration, transformation, governance, lineage, security, and access controls meet compliance and quality standards.
  • Translate business and operational requirements into scalable technical designs and Foundry solutions.
  • Implement automated testing and validation to ensure application and data reliability.
  • Monitor platform, application, and pipeline performance and resolve data-quality, integration, and technical issues.
  • Apply software engineering best practices, including version control, code reviews, testing, documentation, and release management.
  • Collaborate with domain leads, data governance teams, engineers, analysts, program managers, and Navy stakeholders.
  • Develop reusable components and standardized technical patterns that support scalability and maintainability.
  • Provide technical guidance and mentorship to junior developers.
  • Perform other duties as assigned.
Minimum Requirements
  • Active Secret clearance.
  • Bachelor’s degree in Computer Science, Software Engineering, Data Science, Information Systems, Engineering, or a related technical field.
  • 9 or more years of experience in software development, data engineering, analytics engineering, platform development, or a related field.
    • 4 additional years of relevant experience may be substituted for the bachelor’s degree, for a total of at least 13 years of relevant professional experience.
  • Hands-on experience developing and maintaining solutions within Palantir Foundry.
  • Experience building data pipelines, transformations, data models, dashboards, applications, or operational workflows.
  • Proficiency in Python and SQL.
  • Experience using Databricks or a comparable enterprise data-processing platform.
  • Experience developing dashboards or analytical products using Qlik, Power BI, or comparable business intelligence tools.
  • Experience integrating data from databases, APIs, files, and enterprise applications.
  • Experience with software development lifecycle practices, including design, development, testing, deployment, debugging, and production support.
  • Understanding of data governance, data quality, lineage, security, permissions, and access-control principles.
  • Ability to translate complex business requirements into scalable, maintainable technical solutions.
  • Strong communication skills and experience working in a cross-functional environment.
Preferred Qualifications
  • Advanced experience with Foundry Ontology, Code Repositories, Pipeline Builder, Workshop, Contour, Actions, or Functions.
  • Palantir Foundry certification or formal Foundry training.
  • Experience using PySpark, Apache Spark, or Databricks notebooks.
  • Experience developing ontology-driven applications and operational workflows.
  • Advanced experience developing Qlik or Power BI dashboards and semantic models.
  • Experience with cloud platforms, distributed data processing, or modern data architecture.
  • Familiarity with DevSecOps, CI/CD pipelines, automated testing, and infrastructure-as-code practices.
  • Experience supporting Department of Defense, Navy, federal government, or other regulated environments.
  • Experience leading technical implementations or mentoring development teams.
  • Knowledge of Agile software development practices.

Compensation:

$150,000 - $180,000. The compensation range listed for this position is provided as a good-faith estimate of what the company intends to offer for this role. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, budget, market data, and relevant laws.
