Job Summary:
The Program Supervisor provides leadership and oversight for Consejo’s Youth Violence Prevention & Leadership Program, ensuring high-quality, trauma-informed services for Latinx and BIPOC youth ages 14–24 who are at risk of violence, substance use, gang involvement, behavioral health challenges, or justice-system involvement. This role supervises System Navigators, Case Managers, interns, and support staff while coordinating services with schools, behavioral health providers, community organizations, correctional facilities, probation officers, employers, colleges, and other community partners.
The Supervisor is responsible for program operations, staff training and development, care coordination, referral management, and ensuring services align with Consejo’s mission of empowering youth through healing, leadership development, and community reintegration. Using culturally and linguistically responsive, trauma-informed, harm reduction, and motivational interviewing approaches, the program supports youth in accessing education, employment, housing, healthcare, legal services, and behavioral health resources.
Through individualized case management, counseling, peer support, leadership training, and community-based outreach, the Program Supervisor helps foster resilience, self-sufficiency, positive decision-making, and long-term success for youth and their families.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Directed program operations and supervised multidisciplinary staff, ensuring effective case management, service coordination, and compliance with organizational standards.
• Developed and implemented strategic program goals aligned with evidence-based youth violence prevention, intervention, and re-entry practices.
• Built and maintained partnerships with community organizations, schools, juvenile justice agencies, law enforcement, probation departments, and behavioral health providers to expand program reach and improve participant outcomes.
• Led planning and execution of the annual Youth Leadership Conference, coordinating youth engagement, mentor participation, and community stakeholder involvement.
• Monitored program performance, tracked outcomes, ensured compliance with grant and funding requirements, and prepared monthly and performance reports for funders and stakeholders.
• Integrated behavioral health, substance use disorder (SUD), and mental health services into program delivery to provide comprehensive support for youth and families.
• Represented the organization at community events, advocacy initiatives, and stakeholder meetings, increasing program visibility and community engagement.
• Established performance expectations, productivity standards, and deadlines for staff while providing ongoing coaching, feedback, and professional development.
• Organized workflows, delegated responsibilities, and monitored staff schedules, productivity, and timely completion of documentation and data reporting requirements.
• Evaluated program effectiveness, identified service gaps, and implemented corrective actions to improve operational efficiency and participant outcomes.
• Maintained a direct caseload and provided advocacy, outreach, information, referrals, and support services to low-income and at-risk youth and families.
• Ensured accurate and timely documentation of services in compliance with organizational, contractual, and regulatory requirements.
• Conducted outreach, prevention, and engagement activities targeting youth involved in high-risk behaviors, including substance use and justice-system involvement.
• Collaborated with educational institutions and community partners to improve school attendance, academic engagement, grade progression, and high school graduation rates.
• Implemented strategies to reduce criminal referrals, detention admissions, recidivism, and continued involvement in the juvenile justice system.
• Increased youth participation in positive, pro-social, and community-based activities that support long-term success and stability.
• Partnered with Human Resources on recruitment, employee relations, performance management, disciplinary actions, and staff development initiatives.
• Ensured staff consistently met monthly productivity targets, service delivery goals, and contractual performance benchmarks.
QUALIFICATIONS
• Education & Experience: Bachelor’s with five years of supervisory experience. A master’s degree in Counseling, Human Services, Psychology, Social Work, or a Criminal Justice-related field is preferred.
• Leadership Abilities: Experience in staff supervision, program management, electronic health records, timely report submissions, and representation of Consejo during funders and stakeholders’ meetings.
• Cultural Competency: Commitment to culturally and linguistically responsive services for Latinx and BIPOC communities.
• Communication & Collaboration: Strong ability to build partnerships and engage with diverse stakeholders, including community organizations, schools, and justice system professionals.
• Flexibility and adaptability: The willingness to work on-site at correctional facilities, schools, and community-based locations.
• This position is based in Consejo’s South Park office and regularly engages in correctional facilities, schools, and community settings.
• The employee is required to have a valid WA state driver’s license at the time of employment, be able to operate a motor vehicle safely, and have reliable transportation as this position requires to travel within the vicinity of the community in which Consejo services
• Proficient in speaking, reading, and writing Spanish and English• You must sign an oath of confidentiality covering all patient-related information and will be the designated agency privacy officer. You will ensure 42 CFR and HIPAA confidentiality requirements.
• You must pass a Washington State criminal background check and two federal fraud and abuse exclusion checks.
• You must possess a DOH professional license.
WORK SCHEDULE
This full-time in-person position works a typical schedule of 8 AM - 5 PM, Monday to Friday.
SALARY RANGE
$ 75,000 - $85,000 annual salary. Pay will depend on experience, qualifications, and credentials.
