Senior FOIA Analyst

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior FOIA Analyst based in United States.

This role provides specialized support for federal Freedom of Information Act (FOIA) and Privacy Act programs within a government environment.
You will independently manage complex requests, appeals, records reviews, and disclosure determinations from intake through resolution.
The position combines regulatory expertise, analytical judgment, meticulous records management, and stakeholder communication.
You will apply FOIA exemptions, relevant case law, policies, and privacy requirements to make accurate and defensible disclosure decisions.
The role also contributes to workload reporting, process improvements, quality assurance, and broader program compliance.
Success requires an experienced professional who can manage sensitive information and statutory deadlines with minimal supervision.
This is a fully remote opportunity offering meaningful work supporting public-sector transparency, privacy, and information-management objectives.

Accountabilities
  • FOIA & Privacy Act Processing: Review, analyze, and process incoming FOIA and Privacy Act requests; participate in intake and determine appropriate processing approaches; accurately enter requests and correspondence into FOIA Xpress and government tracking systems; coordinate with program offices to obtain responsive records; communicate with requesters regarding scope, costs, identity certification, and other processing matters.
  • Case Management: Track requests throughout their lifecycle and ensure required actions are completed within statutory, regulatory, and agency deadlines. Maintain complete, accurate, and up-to-date case documentation while supporting efforts to reduce pending FOIA and Privacy Act workloads.
  • Disclosure Review & Redactions: Examine responsive records and determine appropriate disclosure treatment under applicable FOIA and Privacy Act requirements. Apply expert knowledge of the nine FOIA exemptions and perform accurate redactions for complex requests.
  • Response Preparation: Develop interim and final response letters, memoranda, and supporting documentation for signature as appropriate, applying controlling case law, agency policies, regulations, procedures, and guidance.
  • FOIA Appeals: Process FOIA appeals by reviewing case files, previous determinations, responsive documents, and exemption applications. Provide analytical support for appeal resolution, maintain related documentation, and identify issues requiring additional review or coordination.
  • Systems & Reporting: Use FOIA Xpress, FSA’s FOIA Integrity Management System, and other workflow tools to process, track, document, and report FOIA activity. Support accurate workload reporting and recommend operational improvements to strengthen case-management processes.
  • Regulatory & Analytical Support: Provide technical guidance on FOIA and Privacy Act laws, regulations, policies, procedures, and guidance. Analyze complex factual situations, evaluate options, develop recommendations, and support compliance with federal information-management and privacy requirements.
  • Communication & Quality Assurance: Communicate professionally with government personnel, program offices, requesters, and other stakeholders. Prepare accurate, timely, and accessible work products, incorporate feedback, perform quality checks, and proactively communicate progress or issues affecting performance.
  • Program Support: Support FOIA reporting and other program initiatives, prepare Microsoft Word, Excel, PowerPoint, and related deliverables, protect sensitive government information, maintain accessible records, and perform additional duties within the scope of the position.
Requirements
  • Education: Bachelor’s degree required.
  • Professional Experience: At least 3 years of federal service or equivalent public- or private-sector experience managing and/or responding to FOIA and Privacy Act requests.
  • FOIA Expertise: Demonstrated expertise applying the major FOIA exemptions and handling complex FOIA requests requiring detailed disclosure analysis.
  • Regulatory Knowledge: Expert knowledge and practical application of FOIA and Privacy Act laws, regulations, policies, procedures, guidance, and relevant case law.
  • Appeals Experience: Proven experience processing FOIA appeals, reviewing prior determinations, evaluating responsive records, and supporting appeal resolution.
  • Records Review: Experience reviewing responsive records and applying appropriate redactions based on applicable exemptions and privacy requirements.
  • Technology: Expert-level experience using FOIA Xpress and related technologies. Experience with government FOIA workflow, tracking, or reporting systems is highly valuable.
  • Analytical Ability: Strong ability to evaluate complex information, identify significant factors, solve processing challenges, analyze data, and develop practical recommendations for management.
  • Communication: Strong written and verbal communication skills, including the ability to produce clear, accurate, professional correspondence and communicate effectively with diverse stakeholders.
  • Independence: Ability to perform at a high level with minimal supervision while managing multiple priorities, sensitive information, detailed documentation, and statutory deadlines.
  • Preferred Experience: Federal agency FOIA/Privacy Act experience; preparation of interim and final response letters; coordination of records searches across multiple offices; application of FOIA case law and agency policy; FOIA reporting and workload analysis; and proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and related office tools.
  • Eligibility & Screening: U.S. citizenship is required for this federal government-support role. Employment is contingent upon government approval and successful completion of applicable contractor security vetting and background investigation requirements. The position is also subject to federal drug-free workplace requirements.

  • Salary: $73,000–$88,000 annually, commensurate with experience.
