We are currently seeking a Water & Wastewater Estimator to join our newly-established Civil & Marine division. In this role, you will lead the estimating strategy and execution for complex water and wastewater projects, ensuring bids are accurate, competitive, and aligned with Cooper Tacia’s operational and financial goals.
- Lead and take ownership of the full estimating lifecycle for projects including treatment facilities, pipeline installations, pump stations, and utility system upgrades, from initial review of bid documents through final bid submission.
- Perform in-depth analysis of civil/site drawings, specifications, geotechnical reports, and project requirements to develop accurate quantity take-offs and cost projections.
- Collaborate with engineers, project managers and field supervisors to ensure constructability and schedule alignment.
- Quantify materials, equipment and labor requirements using historical data and unit pricing.
- Prepare bid packages, subcontractor scopes and vendor solicitations; review and analyze subcontractor supplier bids for completeness and accuracy.
- Ensure all estimates comply with company standards, are thoroughly reviewed, and are completed accurately within established deadlines.
- Participate in pre-bid meetings, site investigations and project walk-throughs.
- Support continuous improvement of estimating processes, tools, and best practices within the Civil and Marine Division
- Willing to take on new challenges and develop estimates for unique projects.
- Ability to give and receive feedback, especially as related to bid and proposal preparation.
- Bachelor’s degree in civil engineering, construction management, business, or related field, coupled with 5+ years of civil preconstruction estimating experience.
- Proficient in Microsoft Office (Outlook, Excel, Word) and experienced with industry-standard estimating software (e.g., Heavy Bid, OST, Procore, Primavera P6, Bluebeam).
- Strong understanding of contract types (design-bid-build, CMAR, design-build, etc.) and public works procurement processes.
- Demonstrated skills in reading and interpreting bid documents and drawings, with a keen attention to detail.
- Strong problem-solving abilities with a solution-oriented approach and excellent communication skills.
- Knowledge of local markets in the southeast including major clients and important subs and vendors.
- Proven ability and willingness to lead the charge into new markets by finding bid opportunities and vetting new subs and vendors.
