OES has an immediate opening for a Construction Engineer/Manager (Building Management Systems - BMS) in West Point, NY. This position provides Construction Management Services (CMS) and construction oversight support to the U.S. Military Academy Directorate of Public Works (DPW). The selected candidate will ensure construction contractors comply with contract requirements, drawings, specifications, applicable codes, and installation standards while supporting project planning, execution, commissioning, and closeout activities.
Key Responsibilities:
- Provide construction management and quality oversight of BMS-related construction projects.
- Conduct daily site inspections to verify contractor compliance with project plans, specifications, and contract requirements.
- Review material submittals, shop drawings, Requests for Information (RFIs), and other technical documentation.
- Coordinate with Government representatives, contractors, architects, and engineers to resolve project issues and technical challenges.
- Assist with project modifications, design analysis, cost estimating, scheduling, and specification reviews.
- Evaluate construction plans, specifications, and scopes of work for compliance with installation standards and requirements.
- Inspect construction activities to ensure compliance with federal, state, local, and installation regulations.
- Prepare compliance inspection reports, testing reports, meeting minutes, and project status documentation.
- Witness system testing and commissioning activities and document findings, results, and recommendations.
- Support contractor dispute resolution through interpretation of plans and specifications from an installation perspective.
- Participate in pre-final and final acceptance inspections and develop punch list and closeout documentation.
- Maintain project records and documentation within DPW project management systems.
- Review Architect/Engineer (A/E) designs for compliance with the USMA Master Plan, Engineering Planning Standards (EPS), historic preservation requirements, and applicable codes.
- Investigate and evaluate facility issues identified after project turnover and provide recommendations regarding potential warranty or construction defects.
- Support integration of new facilities into existing installation-wide Building Management System frameworks.
Minimum Qualifications:
- Bachelor's degree in Engineering, Construction Management, Mechanical Engineering, Electrical Engineering, or a related technical field.
- 5 to 15 years of construction management, engineering, or inspection experience.
- Minimum 5 years of experience supporting military construction projects.
- Experience overseeing Building Management Systems (BMS), building automation systems, or mechanical controls systems.
- Strong understanding of construction drawings, specifications, submittals, and contract administration.
- Working knowledge of MODBUS protocols and Shark Meter integration.
- Ability to communicate effectively with government stakeholders, contractors, and engineering teams.
- Ability to prepare technical reports, inspection documentation, and project correspondence.
- OSHA 30-Hour Certification.
- USACE Construction Quality Management (CQM/QC Management) Certification.
- Ability to obtain and maintain DoD IAT Level III access requirements.
Preferred Qualifications:
- Professional Engineer (PE) license in Mechanical, Electrical, or related discipline.
- Extensive Building Management System (BMS) integration experience.
- Experience supporting Department of Defense (DoD), USACE, or military installation projects.
- First Aid certification.
- Experience with mechanical controls systems and facility automation.
- Familiarity with commissioning, startup, and warranty evaluation processes.
Compensation Range:
- $115,000 - $175,000 annually, depending on experience, qualifications, certifications, and contract requirements.
