Job Description

The Carl D. Perkins Career and Technical Education (CTE) Grant Manager / Head Softball Coach is responsible for managing the Carl D. Perkins Career and Technical Education Grant for the college. This entails working with the Perkins Team, Deans and Career and Technical Education (CTE) faculty for the planning, coordination, evaluation, and implementation of the Carl D. Perkins Career and Technical Education Grant. This position will also serve as the head softball coach.
The incumbent has the following duties and responsibilities:
Essential Duties
  • Provides overall management of the Carl D. Perkins Career and Technical Education Grant by ensuring that all requirements of the grant are met.
  • Manages the annual Comprehensive Local Needs Assessment (CLNA) process as required by the grant, by convening input from Deans, faculty, employers and other stakeholders. In doing so, determines that academic divisions have established objectives and outcomes, identified program needs, planned expenditures and established timelines for meeting outcomes.
  • Develops and updates the college Carl D. Perkins CTE budget. Monitoring academic division spending and reporting to ensure grant activities are completed within the established budget and timeline.
  • Compiles data, programmatic, and financial reports as required and needed.
  • Monitors negotiated levels of performance and provide technical assistance for continuous improvement.
  • Establishes and coordinates a Robeson Community College Perkins team to assist in strengthening the college’s CTE programs of study and to assist with oversight, planning process and implementation of the grant.
  • Promotes the development of services, activities, and pathways that integrate employability skills, academic, career, and technical instruction, and that link secondary and postsecondary education for participating CTE students.
  • Works closely with the college's Business Office to ensure all activities and related expenditures align with the approved budget in compliance with the NCCCS.
  • Supports the development of 9-14 pathways through collaboration with high school partners and industry.
  • Attends required Perkins Training and professional development events, including CTE Mid-Year review, monthly online webinars, and annual spring planning meeting.
Planning
  • Participates in the institutional planning process, as requested by the President.
  • Researching strategic business activities related to the Carl D. Perkins Career and Technical Education Grant.
  • Plans and recommends a budget for the Carl D. Perkins Career and Technical Education Grant, that aligns with and supports the college’s goals and objectives, on an annual basis.
  • Identifies and communicates appropriate supplementary programs, projects, and proposals for funding from local, state, federal and/or private sources.
Organizing
  • Organizes procedures for the implementation of all official policies and regulations of Robeson Community College and the NCCCS related to the Carl D. Perkins Career and Technical Education Grant.
  • Organizes, plans, and consults with internal teams/committees, Technical Advisory Committees, partner institutions and other appropriate entities to determine state-of-the-art practices, procedures, and equipment related to the Carl D. Perkins Career and Technical Education Grant.
  • Develops and recommends procedures for the operation of the Carl D. Perkins Career and Technical Education Grant.
  • Coordinates the development of the Carl D. Perkins Career and Technical Education Grant sections of the President’s Annual Report, College Catalog, and other official publications of the community college.
Directing
  • Directs the work of staff, working for or assigned to the Carl D. Perkins Career and Technical Education Grant.
  • Directs the development of training schedules, seminars, and/or any other educational activity for personnel affiliated with the Carl D. Perkins Career and Technical Education Grant.
  • Stimulates and influences innovation and creativity at all levels within the organization.
Controlling
  • Maintains compliance with established performance standards with the North Carolina Community College System, Robeson Community College, and other entities.
  • Maintains compliance with Fiscal Management system policies and procedures set forth for the Carl D. Perkins Career and Technical Education Grant.
Head Softball Coaching Duties
  • Responsible for the day-to-day operations of the sport including, but not limited to: coaching, recruiting, organizing practice and scheduling of matches, game day preparation, fundraising, and monitoring student-athlete academic progress.
  • Recruit student-athletes by adhering to recruiting rules established by NJCAA and give consideration to local high school student-athletes.
  • Monitor expenditures with Athletic Director to ensure purchases adhere to prescribed limitations established in the annual budget, and that all expenditures are properly documented and in compliance with College, Region 10, and NJCAA regulations.
  • Assist Athletic Director in preparing the annual budget to include equipment, supplies, and apparel.
  • Coordinate all player and coach travel.
  • Monitor condition of equipment and facilities to ensure safety of student athletes and coaching staff and report maintenance needs as needed.
  • Coordinate recruitment and selection of student athletes; ensures compliance with College, Region 10, and NJCAA recruiting rules and regulations; initiates process for determining academic eligibility.
  • Hire and supervise Assistant Coaches, under the direction of the Athletic Director.
Public Relations
  • Maintains intra-institution relationships with members of the Board of Trustees, administrative personnel and other employees of the college.
  • Provides appropriate liaison support with the North Carolina Community College System, Robeson Community College and other relational entities.
  • Collaborates with the NCCCS staff on public relations and marketing opportunities.
  • Engages with Workforce Boards, faculty, secondary administrators and teachers, business and industry advisory committees, and state and local support agencies.
  • Promotes Robeson Community College with local, state, regional, and national citizenry.
  • Participates in activities that promote and enhance the college’s image among its various publics.
Other
  • Performs other duties as assigned by the President of Robeson Community College.

Bachelor’s Degree and familiarity with NJCAA regulations and compliance required. Experience in coaching at the collegiate level, grant writing, and/or sponsored program work in a public or private setting is preferred.
