Position Summary:The Technical Program Manager is responsible for the end-to-end governance, coordination, and execution of complex, multi-workstream technology programs. This role ensures alignment across projects, manages interdependencies, and drives delivery of planned business benefits. The ideal candidate has strong leadership, communication, organization skills, with a proven track record in program governance, stakeholder management, business case creation, budget management, and enterprise-scale technology delivery.

Key Responsibilities:  

  • Oversees and manages a consolidated plan for all project workstreams, ensuring planned benefits are delivered to the organization

  • Drives alignment across workstreams and ensures interdependencies are identified, tracked, and managed

  • Establishes governance protocols, forums, and stage gates; ensures scope, timeline, and budget are monitored, evaluated, and that impacts and decisions are properly documented

  • Forecasts, models, and oversees labor, software, and hardware spend in support of building and managing the business case

  • Ensures program risks, issues, and blockers are resolved through appropriate governance bodies (workstreams, steering committees, or Board)

  • Measures program performance and ensures timely adjustments to maintain effectiveness and delivery outcomes

  • Coordinates agendas and materials for Steering Committee meetings, ensuring transparency and executive alignment

  • Finalizes and submits program status reports on behalf of the program, ensuring accuracy and completeness

  • Partners closely with peer program managers and cross-functional teams to ensure alignment across related initiatives and portfolios

  • Develops and maintains program governance frameworks, templates, and standards, including:

  • Scope management

  • Budget management

  • Change management

  • Status updates and reporting

  • Key Deliverables

  • Business Cases (one-time and on-going technology costs)

  • Program Governance Framework

  • Program Templates & Standards (Scope, Budget, Change, Reporting)

  • Consolidated Program Plan

  • Program Status Reports and Steering Materials

Required Qualifications:  

  • Bachelor’s degree in Information Technology, Computer Science, Business, or related field (Master’s preferred).

  • 8–12+ years of progressive experience in program or project management within a technology organization.

  • Proven success managing multi-project programs with multiple stakeholders and dependencies.

  • Strong understanding of governance frameworks, software management practices (audits, true-ups, rationalization), change control, and executive reporting.

  • Expertise with project management tools (e.g., MS Project, Smartsheet, Jira, Asana, or similar).

  • PMP, PgMP, or equivalent certification preferred.

  • Excellent communication, facilitation, and stakeholder management skills.

  • Analytical & Problem-Solving Skills: Uses data-driven insights to evaluate performance, identify risks, and recommend corrective actions

  • Communication & Executive Presence: Clearly articulates complex technical and business concepts to senior leaders and governance boards

  • Adaptability: Navigates ambiguity, reprioritizes effectively, and maintains momentum in dynamic environments

  • Stakeholder Management: Builds strong relationships with sponsors, executives, and delivery teams to ensure alignment and engagement

  • Results Orientation: Maintains focus on outcomes, driving accountability and measurable value delivery across all program workstreams

  • Collaboration & Teamwork: Promotes shared ownership and fosters a culture of transparency and continuous improvement.

Location:  

This role is hybrid (2-3 days), based out of headquarters in Minneapolis, MN. We Succeed Together through in-person collaboration, balanced with remote work to provide flexibility.

The salary range for this role considers several factors, including education, relevant skills, work history, certifications, location, and more.  

The annual salary range for this role is: $135,400- $209,900. The actual salary offered will be determined based on the factors listed above and may fall anywhere within the range.   

Additionally, you may also be eligible to participate in an annual incentive program. An incentive award, if granted, is based on individual and/or organizational performance.
