Position Overview

The Procurement Department plays a critical role in supporting MCCA’s operations through organization wide purchasing and contracting activities. The department ensures procurements are conducted in a transparent, competitive, compliant, and fiscally responsible manner while advancing the Authority’s supplier diversity goals.

Reporting to the Chief Procurement and Supplier Diversity Officer, the Director of Procurement and Contract Management serves as the second -in –command for the Authority’s procurement operations. The position provides strategic leadership, oversight and direction for the Authority’s procurement and contracting functions. This role oversees the acquisition of goods and services, including design and construction procurement, and is responsible for executing procurement strategies that ensure timely acquisition of goods and services, maximizing value, and promoting fair, open, and competitive procurement while adhering to applicable laws, regulations and MCCA’s procurement policies and procedures.

The Director of Procurement and Contract Management is responsible for the management, supervision, professional development and direction of all procurement staff and works closely with the Finance and Legal Department, as well as all Department Heads, to support Authority’s operational and strategic objectives.

Strategic Procurement Leadership and Operations

  • Develop, implement, and evaluate Procurement, to obtain best value for the Authority
  • Develop overall procurement strategies andparticipatein drafting policies and procedures governing goods, services, construction, records management,
  • Oversee the Authority’s procurement portfolio and procurement performance analytics
  • Collaborate with procurement leadership to develop andmaintainthe annual procurement buying plan
  • Collaborate with procurement leadership and senior staff onchange management initiatives to modernize systems, improve efficiency, and reduce redundancies
  • Promote andmaintaincustomer-centered service culture across procurement operations

Contract Administration and Vendor Relations

  • Oversee the end-to-end contract lifecycle, including solicitation, evaluation, award, negotiation, execution, and performance monitoring
  • Validate procurement methodologies (incidental, small, large, cooperative, and exception-based purchasing)in accordance withMCCA thresholds and policies
  • Oversee duediligence acquisitions and procurement exceptions
  • Ensure accuracy, completeness, and integrity of procurement files, approvals, and documentation
  • Oversee preparation and review of bid solicitations and contract award documents for compliance with procurement laws, regulations, and MCCA’s best value procurement policies
  • Negotiate contracts on behalf of the Authority and consult with the Legal Department as appropriate
  • Ensure confidentiality of all contract negotiations, financial data, and risk-related matters
  • Work directly with senior staff on confidential procurement and contract matters

Team Leadership, Supervision, and Professional Development

  • Supervise buyers and procurement staff
  • Provide leadership, coaching, performance management, and professional development opportunities for procurementstaff
  • Ensure staff adherence to procurement policies, procedures, timelines, and service standards

Compliance, Oversight and Subject Matter Expertise

  • Serve as the Authority’s Procurement Subject Matter Expert and liaison for strategic sourcing and procurement planning
  • Ensure compliance with Massachusetts procurement laws, regulations, and MCCA policies
  • Create, implement, andmaintainStandard Operating Procedures (SOPs) for procurement activities
  • Coordinate and implement public bidding to obtain maximum value and service from Authority expenditures
  • Support procurement audits, reporting, and compliance reviews

Supplier Diversity and Special Programs

  • Ensure compliance with supplier diversity goals, benchmarks, and reporting requirements
  • Collaborate with the Chief of Economic Development, Chief Financial Officer, and Department Headson spend planning, tracking, and reporting of diverse supplier participation
  • Attend Operational Services Division (OSD) events,including theMASSbuys tradeshows,and Statewide Contractseminars
  • Ensurealignmentandmonitorcompliance with supplier diversity benchmarks and Affirmative MarketingPrograms goals
  • Support initiatives to increase participation of diverse and small businesses in Authority procurements
  • Provide guidance and flexibility to departments to support supplier diversity spending goals

Capital Projects and Design and Construction Procurement

  • Collaborate withthe Capital Projects team includingthe Authority’s Owner’s Project Manager (OPM)on capital projects relating to procurement schedules, RFP development, contracttermsand conditions
  • Support design and construction procurement activities in alignment with applicable laws andAuthorities policies

Board, Executive and External Engagement

  • Support senior staff during Board preparation related to procurement matters
  • Attend Board meetings as needed to provide clarificationregardingprocurement approvals
  • Consul andadvisetheChief Procurement Officer and Supplier Diversity Officer, and the Chief of Economic Developmenton procurement programs and policy changes

Other Duties

  • Perform other duties as assignedby theChief Procurement and Supplier Diversity Officer

MINIMUM REQUIREMENTS:

  • High school diploma or GED
  • 7+ years of progressively responsible experience in procurement and contract management, including purchasing, vendor relations, and/or design and construction procurement
  • Comprehensive knowledge of the procurement lifecycle, including competitive bidding, vendor solicitation, compliance documentation, and preparation of RFQs, RFPs, and purchase orders
  • Proventrack recordof leading and managing a procurement team, including supervision, coaching, workload management, performance oversight,and ensuring adherence to policies and timelines
  • Demonstrated ability to exercise independent judgment in procurement execution, contract management, vendor relations, supplier diversity engagement, and compliance with public procurement laws
  • Familiarity with Massachusettspublic procurement requirements, including M.G.L. Chapter 30B, and best value procurement principles, as well as applicable public construction laws (including M.G.L. c. 149 and related regulations) or willingness to complete relevant training
  • Proficiencyin Microsoft Office including Word, Excel, Outlook, Teams, and SharePoint
  • Experience working in an ERP system forpurchasingand order processing; Microsoft Dynamics 365 Business Central preferred, though equivalent experience in a comparable platform such as SAP, Oracle, Coupa, or Workday will be considered
  • Strong leadership, analytical, and change-management skills

PREFERRED QUALIFICATIONS:

  • Bachelor's in Business, Public Administration, Supply Chain Management, or a related field
  • Professional experience in a publicsectoror similarly regulated environment
  • Experience working with Operational Services Division (OSD) Statewide Contracts, Supplier Diversity Office (SDO) and Division of Capital Asset Management and Maintenance (DCAMM)
  • Proficiencywithe-procurement systemssuch as COMMBUYS,BidDocs, or similar platforms
  • Understanding of finance and accounting workflows, such as encumbrance creation and management
  • Knowledgeofsupplier diversity tracking or reporting frameworks
  • Strong interpersonal skills with the ability to collaborate across departments and represent the Authority professionally

WORK SCHEDULE: Standard business hours, with the understanding that schedules may vary based on operational needs. This may include occasional early mornings or late evenings to support vendor interactions or system upgrades.


All positions within the MCCA are designated as on-site roles. As such, this position requires in-person attendance five days per week. Remote or hybrid work arrangements are not part of MCCA's operational model.


DRESS CODE: Business formal. Employees are expected to project dignity and decorum appropriate for public-facing leadership roles through professional dress and grooming.


PHYSICAL REQUIREMENTS: This position primarily involves sedentary office work with frequent use of standard office equipment and occasional movement around and travel to MCCA facilities. The role may require attending off-site vendor meetings and occasionally lifting or carrying materials up to 15 pounds.
