Position Summary:

Midnight Sun is seeking to hire an Acquisition Program Manager contingent on Task Order Award. The position will provide program management services to the Department of the Interior (DOI) Bureau of Indian Education (BIE). The Program Manager will provide high level program management across multiple mission sets which crosscut with Acquisitions strategy and processes, leveraging efficiencies in technology and process to achieve optimal outcomes. Key responsibilities include implementing a new acquisition tracking portal to improve transparency and accountability, coordinating taskers, ensuring alignment with administration priorities. Specific areas of responsibility include requirements development, pre-award acquisition planning, source selection, cost/price analysis, data analysis, contract administration and management, assistance with the preparation and issuance of contracts, delivery orders, modifications, management of various contractual vehicles, and coordination of strategic initiatives to maintain continuity and foster growth of the acquisition function across Indian Affairs. The acquisition and contract support services will include acquisition of a variety of contract types, including but not limited to; construction, Architect Engineering (A&E), construction management, logistical support, information technology systems and support, and various professional and analytical support, as well as routine goods & service contracts that each school may require.

    • PR Tracker Maintenance
    • Contract Inventory Log Maintenance
    • Reporting
    • Miscellaneous
  • Program Management Support:
    • Technical working group and meetings
    • Program management reviews
    • Strategic planning activities including plan and program analysis
    • Manage and oversee Contractor personnel activities and address all their staffing issues
    • Contribute to audit findings and recommendations
    • Analyze requirements
    • Track progress and review current requirements to streamline processes and procedures
    • Review current workloads to determine strategic acquisition approaches
    • Provide technical assistance.

Minimum Requirements:


Education and Industry Experience

  • Bachelor's Degree or equivalent experience
  • 6 years relevant acquisition related experience
  • Certification: FAC-C I or II or equivalent desired.

Knowledge, Skills, and Abilities

  • Experience in all areas of program management and aligning new processes with strategic priorities within an organization.
  • Experience in the areas of requirement development, pre-award acquisition planning, source selection, cost/price analysis, contract administration and management, assist with the preparation and issuance of contracts, delivery orders, modifications, and management of various contractual vehicles.
  • Experience with SOWs, SOOs, PWSs, written acquisition plans, IGCEs, market research documentation; SAM and other electronic posting announcements; small business capability analyses, Buy Indian documentation/deviations, source selection evaluation documentation; D&Fs; J&As; Small Business Administration (SBA) nomination letters; and other necessary contract file documents, solicitations, solicitations, modifications, award or incentive fee determinations, invoice packages, correspondence, COR designations, and related documents.
  • Experience with acquisition in the areas of construction, Architect Engineering (A&E), construction management, logistical support, information technology systems and support, and various professional and analytical support, as well as routine goods & service contracts that each school may require. The types of goods & services include but is not limited to; IT products and services, food & dairy, curriculum, wireless service, communications equipment and supplies, special education services, therapists, teachers, coaches, and all other operation contracting support required by the school.
  • Experience with PRISM and other DOI software, tools and processes
  • Excellent organizational, supervisory/management, time management, and customer service skills.

  • Sight, standing, sitting, lifting, etc. Include weight limits and frequency, if applicable (ex: able to move or lift up to 25 lbs regularly, up to 50 lbs occasionally).
