About This Position
Lehigh Human Support Services is seeking a dedicated and experienced Operations Manager — IDD Services to oversee the daily operations and performance of our residential programs serving individuals with intellectual and developmental disabilities (IDD).
This role is responsible for ensuring operational excellence, program quality, staff supervision, and regulatory compliance across residential services while supporting strategic initiatives led by senior leadership.
The Operations Manager will work closely with the COO and Quality & Compliance team to ensure programs operate efficiently, meet ODP regulatory standards, and deliver high-quality person-centered care.
Key Responsibilities
Program Operations & Compliance
Provide day-to-day operational oversight of residential programs in accordance with ODP 6100 & 6400 regulations and agency policiesEnsure homes maintain compliance with licensing standards including safety, documentation, and environmental requirementsPartner with Quality & Compliance to support internal audits, licensing readiness, and corrective action implementationMonitor documentation accuracy including individual records, medication logs, financial records, fire drills, and daily logsIdentify operational risks and escalate concerns to senior leadershipStaff Leadership & Supervision
Supervise Program Managers / House Supervisors to ensure effective program oversightSupport recruitment, onboarding, and training initiatives in collaboration with HR and leadershipConduct regular supervision meetings and performance reviewsProvide coaching, mentorship, and corrective action when necessaryPromote a positive, accountable, and mission-driven cultureIndividual-Centered Service Delivery
Ensure effective implementation of Individual Support Plans (ISPs) and person-centered outcomesMonitor quality of care, community integration, and individual satisfactionEnsure proper medication management protocols are followedCollaborate with clinical and support teams to address individual needsPromote best practices in person-centered and trauma-informed careOperational Management
Oversee staffing coverage and scheduling across residential programsMonitor operational metrics and program performance indicatorsEnsure proper maintenance and safety of program vehicles and equipmentAssist with operational budgeting and expense monitoringLead implementation of process improvements and new initiativesIncident & Crisis Management
Support incident response and follow-up actions in collaboration with Quality & ComplianceServe as operational escalation support for urgent program mattersEnsure timely reporting and resolution of incidentsQualifications
Education
Bachelor’s degree in Human Services, Social Work, Psychology, Business Administration, or related field required
Experience
Knowledge & Skills
Strong knowledge of ODP 6100 & 6400 regulationsProven leadership and team development skillsStrong organizational and problem-solving abilitiesExcellent communication and interpersonal skillsAbility to manage competing priorities in a fast-paced environmentProficiency in EHR systems, Microsoft Office, and data trackingPreferred Qualifications

Work Schedule
Full-time position with occasional evening, on-call, and direct in-ratio staffing support as necessary to maintain program operations and regulatory compliance.
