SALARY RANGE: $77,521.60 - $85,280.00 DEPENDS ON QUALIFICATIONS

POSTION SUMMARY: Directs and oversees all aspects in the management of Red Rock Park (RRP). Provides direction in the planning, development, and implementation of policies, strategies, and initiatives, that enhance the care, upkeep, and cost-effect use of RRP. Oversee all maintenance/equipment operations, landscaping, and grounds maintenance for the park/campground. Supervises RRP staff. Develops and manages annual department budgets. Supervises and coordinates park events, rodeos and various other activities with county, city, outside organizations, and the public.

ESSENTIAL FUNCTIONS: The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may not be required to perform all duties, and may be required to perform additional, position related tasks.

  • Provide leadership and direction in all aspects of administering and the management of Red Rock Park including strategic planning and customer focused programs.
  • Continuously monitor and evaluate the efficiency and effectiveness of department methods, procedures, fee schedule, and park activities; assess and monitor workload; identify and implement opportunities for improvement; review with County Management when appropriate.
  • Oversee and coordinate equipment operations; supervises small engine operations, makes recommendations for replacements, coordinates repair and maintenance, and maintains inventory and records.
  • Participates in the campground development, park landscaping and grounds maintenance plans; evaluates specifications, and makes modifications as appropriate; supervises landscaping construction, and maintenance projects.
  • Develop, prepare, and administer department budget, including preparing cost estimates and justifications for budget recommendations, researching and recommending capital improvement projects, and monitoring and controlling expenditures.
  • Maintain close contact with the county, city, outside organizations, and public regarding Red Rock Park offerings and coordination of services.
  • Respond to and resolve sensitive and difficult public inquiries and complaints.
  • Promote and publicize RRP events, activities and oversees, reviews, and approves press releases, flyers. . . etc., produced by support staff.
  • Supervises full-time employees, temporary employees, and volunteers.
  • Performs miscellaneous job-related duties as assigned.

MINIMUM QUALIFICATIONS:
  • Bachelor’s degree in Marketing, Communications, Public Relations, Public or Business Administration from an accredited college/university.
AND
  • Two (2) years of experience related to the duties listed.
  • Two (2) years minimum of supervisory/management experience.
OR
  • Five (5) to Seven (7) years of experience related to the duties listed.
OR
  • Any equivalent combination of related education and/or experience necessary to perform the duties of the position may be considered for the above requirements.

PREFERRED QUALIFICATIONS:
  • Experience with facility management and upkeep; and equipment and grounds maintenance.
  • Experience managing large-scale events, i.e. rodeos, parties, weddings, etc.
  • Bilingual (Navajo, Spanish)
  • Experience working in a county/local government environment

KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of modern principles of park planning and design.
  • Knowledge of principles and methods of developing and implementing a wide variety of events and activities.
  • Knowledge of recreational, social, and cultural needs of the community.
  • Knowledge of equipment operations and maintenance requirements, landscaping and grounds-keeping.
  • Knowledge of Federal, State, County, and City laws, policies, and regulations.
  • Skilled in budget preparation and fiscal management.
  • Skilled in communicating effectively both orally and in writing.
  • Skilled in identifying and organizing resources and establishing priorities.
  • Ability to provide leadership, management, and direction of the park and employees.
  • Ability to effectively use independent judgment.
  • Ability to communicate effectively with a wide range of customers, community partners, and media sources.
  • Ability to assess and monitor community needs; identify opportunities for improving service delivery methods and procedures for development and implementation of new program areas.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to work effectively under pressure and deadlines with consistent interruptions.
  • Ability to negotiate and manage contractual arrangements/agreements.

OTHER REQUIREMENTS:
  • Employee must successfully pass a pre-employment criminal background check.
  • Employee must comply with McKinley County policies, procedures, and SOPs.
  • May be required to pass a conditional post-offer of employment physical examination.
  • May be subject to random alcohol and drug testing.

CERTIFICATION OR LICENSING:
  • Must possess or be able to obtain a valid Driver’s License to be insurable for liability purposes at time of appointment.

SUPERVISORY CONTROLS:
This position is performed under the general supervision of the County Manager who makes assignments, provides instruction and guidelines, and sets priorities and time schedules. Incumbent reports any major problems or politically sensitive issues requiring assistance to the County Manager.

CONDITIONS OF EMPLOYMENT:
  • Completion of IS 100, 200, 700 and 800 within six (6) months of date of hire
  • CPR certified within six (6) months of date of hire.
  • Completion of Certified Park and Recreation Professional (CPRP) through the National Recreation and Park Association (NRPA) within three (3) years of date of hire.

WORKING CONDITIONS:
Work is performed in a traditional office setting. Frequent outside duties and responsibilities. Work Schedule will include irregular hours, evenings, holidays and weekends. Travel may be required. Frequent bending, reaching, and standing. Occasional lifting/carrying items weighing up to fifty (50) pounds.
