Senior Proposal Specialist

This role offers the opportunity to play a key part in shaping winning proposals for major infrastructure and public works projects across the United States. You will support and lead proposal development efforts for complex pursuits, working closely with technical teams, business development, and marketing specialists. The position involves managing end-to-end proposal processes, from RFP analysis and compliance structuring to strategic writing and presentation development. You will contribute directly to high-impact pursuits with government agencies and large public-sector clients. Operating in a collaborative, fast-paced environment, you will help ensure clarity, quality, and competitiveness in every submission. This role is ideal for someone who thrives in structured yet dynamic proposal environments and enjoys bringing together multiple stakeholders to produce compelling, high-quality deliverables.

Accountabilities:
  • Lead and coordinate the development of complex proposals, including managing one major proposal alongside smaller concurrent pursuits.
  • Analyze RFPs and Statements of Qualifications (SOQs), developing compliance matrices, outlines, and structured proposal plans.
  • Organize and coordinate input from technical teams, subconsultants, graphics, and production teams to ensure high-quality deliverables.
  • Provide strategic writing and editing support for executive summaries, win themes, resumes, project descriptions, and key messaging.
  • Support proposal interviews by organizing teams, preparing presentation materials, and facilitating rehearsals and meetings.
  • Track opportunities and maintain accurate CRM records throughout the proposal lifecycle.
  • Facilitate capture planning activities, ensuring alignment with best practices and internal standards.
  • Coordinate client management activities, including scheduling, documentation, and meeting support for key accounts.
  • Ensure all proposals meet internal quality control standards, deadlines, and compliance requirements.
  • Support continuous improvement of proposal processes, tools, and documentation practices.
Requirements:
  • Bachelor’s degree in English, Marketing, Communications, Journalism, or a related field.
  • 5+ years of experience in proposal development, ideally within the AEC (Architecture, Engineering, Construction) industry.
  • Proven experience preparing proposals for large-scale capital public works projects and government agencies (e.g., Caltrans, transit authorities, or similar public-sector clients).
  • Strong experience leading and coordinating proposal lifecycle activities, including writing and section development.
  • Excellent written and verbal communication skills with strong attention to detail.
  • Ability to manage multiple deadlines and work independently within structured proposal processes.
  • Experience collaborating with cross-functional teams, including technical, marketing, and business development stakeholders.
  • Strong organizational skills and ability to manage complex, multi-contributor deliverables.
  • Familiarity with CRM tools and proposal tracking systems.
  • Ability to work effectively in a fast-paced, deadline-driven environment.
