Description:

The Senior Business Intelligence Analyst will support the PRM Enterprise System by gathering requirements, documenting business processes, supporting system enhancements, assisting with testing and validation, and helping ensure that PRiMES solutions meet stakeholder needs.

PRiMES is a Department of State enterprise platform used to manage project funding, partner information, program data, monitoring activities, financial plans, reporting, and data visualizations for the Bureau of Population, Refugees, and Migration and other Department users.

This role will work closely with stakeholders, developers, QA resources, data analysts, project managers, and Government personnel to translate business needs into clear requirements, user stories, test cases, documentation, reports, SOPs, training materials, and system improvement recommendations.

The ideal candidate will have strong business analysis experience, software testing experience, Agile/Scrum familiarity, excellent communication skills, and the ability to support both functional documentation and quality assurance activities in a federal enterprise application environment.

Key ResponsibilitiesBusiness Analysis and Requirements Support
  • Collaborate with stakeholders to gather, analyze, and document business requirements.
  • Translate business needs into clear, actionable requirements, functional specifications, and user stories.
  • Document business processes, process flows, system enhancement needs, and functional workflows.
  • Coordinate with developers, testers, project managers, and Government stakeholders to ensure requirements are understood and accurately implemented.
  • Support analysis of PRiMES modules, workflows, reports, dashboards, system enhancements, and user-facing functionality.
  • Identify gaps between current business processes and system functionality and recommend improvements.
  • Support stakeholder interviews, working sessions, requirements reviews, and functional design discussions.
Business Intelligence and Reporting Support
  • Support business intelligence, reporting, and data visualization activities within PRiMES.
  • Assist stakeholders in identifying reporting needs, dashboard requirements, data fields, filters, and functional reporting expectations.
  • Help document requirements for dashboards, reports, data extracts, and business intelligence products.
  • Support validation of reports and visualizations to ensure data is accurate, properly formatted, and aligned with business needs.
  • Work with data scientists, developers, and business users to ensure PRiMES supports programmatic, financial, monitoring, and project management reporting requirements.
  • Assist with documentation and testing of Power BI, Tableau, or other business intelligence outputs if used by the project.
Testing and Quality Assurance Support
  • Support system testing activities, including test planning, test case creation, test script development, test execution, and defect tracking.
  • Conduct or support functional testing, regression testing, and user acceptance testing.
  • Work with stakeholders to validate that delivered solutions meet business requirements.
  • Document defects, issues, testing results, and validation outcomes in approved tracking tools.
  • Support QA teams in test planning and validation activities.
  • Coordinate with developers and stakeholders to ensure defects are understood, prioritized, corrected, and retested.
  • Help ensure solutions meet business needs before release.
Agile/Scrum Support
  • Participate in Agile/Scrum activities throughout the development lifecycle.
  • Lead or coordinate core Scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Support backlog refinement, user story development, acceptance criteria definition, estimation support, and sprint status updates.
  • Track open requirements, development progress, testing status, issues, and dependencies.
  • Help maintain alignment between stakeholders, developers, testers, and project leadership during each sprint.
  • Support continuous improvement of Agile processes, documentation practices, and sprint execution.
Documentation, Training, and User Support
  • Assist in preparing functional documentation, reports, SOPs, training decks, user guides, and other support materials.
  • Document system changes, enhancement requirements, testing results, and user-facing procedures.
  • Support development of training materials that help users understand PRiMES functionality and business processes.
  • Assist with stakeholder communications related to system updates, requirements, testing, and release readiness.
  • Prepare clear, professional written materials for both technical and non-technical audiences.
  • Ensure documentation is accurate, current, well-organized, and aligned with project standards.
Stakeholder Coordination
  • Work directly with Government stakeholders, business users, developers, QA teams, data staff, and project leadership.
  • Communicate requirements, testing results, issues, and recommendations clearly and professionally.
  • Support customer meetings, working sessions, status updates, and requirements discussions.
  • Help bridge communication between technical teams and business stakeholders.
  • Maintain a customer-focused approach to ensure PRiMES enhancements and reporting capabilities support mission needs.
Requirements:
  • Secret clearance required.
  • 3+ years of experience as a Business Analyst or in a related role.
  • Hands-on experience with software or system testing, including functional testing, regression testing, or user acceptance testing.
  • Strong written and verbal communication skills.
  • Ability to gather, analyze, and document requirements effectively.
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and Visio.
  • Experience with Agile or Scrum methodologies.
  • Experience writing and executing test cases and test scripts.
  • Experience documenting defects and issues in tracking tools.
  • Ability to support QA teams in test planning and validation activities.
  • Ability to collaborate with stakeholders, developers, testers, analysts, and Government personnel.
  • Ability to prepare functional documentation, reports, SOPs, training decks, and user guides.
