Job Description

Contract Support Specialist (Mid-Level)

Location: Remote / Virtual within the U.S.; limited travel to nearest VA facility may be required
Schedule: Monday–Friday, 40 hours per week
Position Type: Full-Time
Pay Range: $30
Security: Must successfully complete VA fingerprinting, background investigation, identity verification, PIV credentialing, and all required security/privacy training.

Position Summary

CLJ Consulting and Contracting LLC is seeking highly motivated and detail-oriented Mid-Level Contract Support Specialists to support the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office – Central (RPOC), Supplies and Services Division.

This is an exciting opportunity to provide comprehensive federal acquisition support to VA Contracting Officers, Contract Specialists, requiring activities, and other acquisition stakeholders. The Mid-Level Contract Support Specialist plays a critical role in supporting all phases of the federal acquisition lifecycle, including pre-award, award, post-award administration, contract modifications, performance monitoring, and closeout.

Successful candidates will work alongside federal acquisition professionals to ensure procurement actions are complete, accurate, timely, and compliant with the FAR, RFO FAR, VAAR, and applicable VA acquisition policies and procedures.

Key Responsibilities

Pre-Award Acquisition Support

  • Conduct market research and acquisition planning activities.
  • Assist with requirements definition and development of procurement packages.
  • Review and/or draft Statements of Work (SOWs), Performance Work Statements (PWSs), and related acquisition documentation.
  • Prepare and support development of solicitations, amendments, and award documents.
  • Assist with preparation and analysis of Independent Government Cost Estimates (IGCEs).
  • Conduct research and analysis of technical and cost/price data.
  • Support source selection documentation and acquisition evaluation activities.
  • Coordinate with Contracting Officers, Contract Specialists, requiring activities, technical experts, industry, and other stakeholders.
  • Support development and maintenance of acquisition plans, strategies, milestones, and schedules.

Award Administration

  • Review procurement documentation for completeness, accuracy, and compliance.
  • Assist with preparation of contractual files and supporting documentation.
  • Support award processing and coordination activities.
  • Assist in ensuring acquisition actions comply with applicable regulations, policies, and procedures.
  • Maintain complete and organized procurement files.

Post-Award Contract Administration

  • Assist with administration of contract terms and conditions.
  • Prepare or draft contract modifications and supporting documentation.
  • Support option-year actions, change orders, supplemental agreements, and delivery-order processes.
  • Assist in monitoring contractor performance and contract compliance.
  • Support Quality Assurance Surveillance Plan (QASP) monitoring activities.
  • Assist with issues involving changes, claims, payments, schedules, and other contract administration matters.
  • Support preparation of contract actions for closeout.

Cost / Price Analysis

  • Review and analyze pricing information.
  • Assist in preparing price reasonableness recommendations.
  • Conduct cost-benefit analyses as required.
  • Support development and review of IGCEs.
  • Research technical, pricing, and market data to support acquisition decisions.

Acquisition Systems & Records

  • Enter, update, validate, and maintain acquisition information in VA and federal procurement systems.
  • Support use of VA Electronic Contract Management System (eCMS).
  • Maintain complete, accurate, and auditable contract files.
  • Support document preparation, editing, scanning, filing, and records management activities.
  • Ensure procurement documentation complies with Government quality and timeliness standards.

Stakeholder Support

  • Provide business advice and acquisition assistance to technical experts, requiring activities, and Government customers.
  • Coordinate with leadership, staff, and stakeholders to conduct analyses and recommend courses of action.
  • Assist Contracting Officers and Contract Specialists throughout all phases of the acquisition lifecycle.
  • Communicate professionally through Microsoft Teams, email, telephone, and other approved Government systems.

Minimum Qualifications

  • Bachelor’s degree in any field.
  • At least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
  • Minimum of three (3) recent years of relevant federal contracting experience within the last five (5) years.
  • Demonstrated experience performing comprehensive federal acquisition support.
  • Demonstrated pre-award and post-award contracting experience.
  • Working knowledge of the federal acquisition lifecycle.
  • Knowledge of the FAR, VAAR, and other applicable federal acquisition regulations and policies.
  • Strong research, analytical, writing, and communication skills.
  • Ability to manage multiple priorities and deadlines.
  • Ability to work independently with limited guidance.
  • Strong attention to detail and accuracy.
  • Must be a U.S. Citizen.

Preferred Qualifications

  • Previous acquisition support experience with the Department of Veterans Affairs or another federal agency.
  • Experience using VA eCMS or similar Government contract writing systems.
  • Experience supporting complex services, supplies, construction, or other federal acquisition actions.
  • Experience preparing cost/price analyses, IGCEs, acquisition plans, and price reasonableness documentation.
  • Experience preparing contract modifications, option actions, and closeout packages.
  • Experience supporting source selections and procurement package development.
  • Familiarity with VA acquisition policies, procedures, and procurement systems.
  • Experience maintaining federal acquisition files and records.
  • FAC-C, FAC-C Professional, DAWIA, or other federal acquisition training/certification is a plus.
