JOB OVERVIEW:
The Utility Locator 2 is an experienced field-level role responsible for independently conducting utility locates across Wire 3’s active construction areas with a higher degree of technical proficiency and autonomy than the Utility Locator 1. In addition to performing accurate field surveys and maintaining compliance with all regulatory requirements, the Utility Locator 2 handles more complex locating assignments, assists in mentoring entry-level locators, and serves as a reliable resource for resolving difficult or conflicted utility situations in the field. This role continues to be a visible representative of Wire 3 in the communities we serve and plays a direct role in keeping Wire 3’s construction schedule moving safely and efficiently.
RESPONSIBILITIES:
- Conduct field surveys to locate and mark underground utilities using advanced detection equipment including electromagnetic locators and ground-penetrating radar
- Independently manage complex or high-priority locate assignments including areas with dense utility conflicts, aging infrastructure, or limited documentation
- Interpret utility maps, as-builts, construction drawings, and GIS data to ensure accurate identification of underground utility lines
- Communicate effectively with project stakeholders including construction crews, contractors, OSP Field Supervisors, and local authorities to provide updates and coordinate locate schedules
- Coordinate with the Construction Manager and OSP Field Supervisor to ensure locates are completed ahead of scheduled excavation and that crew workflow remains uninterrupted
- Assist in mentoring and providing on-the-job guidance to Utility Locator 1 team members
- Maintain detailed and accurate records of utility locations, field survey results, and locate tickets for compliance documentation and future reference
- Respond promptly to locate requests and manage ticket queues across multiple active construction areas
- Identify, document, and escalate unlocatable utilities, discrepancies, or potential conflicts to the appropriate construction or project management personnel
- Adhere to all safety protocols, DOT regulations, industry standards, and Wire 3’s company safety programs
- Support continuous improvement efforts by sharing field observations and recommending process improvements to leadership
- Other duties as assigned
REQUIRED SKILLS / ABILITIES:
- Advanced proficiency in utility locating equipment including electromagnetic locators, ground-penetrating radar, and other detection tools
- Strong ability to interpret utility maps, construction drawings, GIS data, and as-built documentation in complex field conditions
- Proven ability to work independently and manage multiple locate assignments simultaneously across active construction areas
- Effective communication and coordination skills with the ability to work across construction crews, contractors, and field management
- Experience with GIS technology and utility management or ticketing systems
- Strong attention to detail with a commitment to accurate recordkeeping and compliance documentation
- Mentoring or training ability with willingness to support the development of entry-level team members
- Strong safety awareness and thorough knowledge of applicable field safety regulations and DOT requirements
EDUCATION / EXPERIENCE:
- High school diploma or GED required
- 2+ years of experience in utility locating required; experience in telecommunications or fiber optic construction environments strongly preferred
- Certification in utility locating (e.g., NULCA, APWA, or equivalent) required or must be obtained within 90 days of hire
- Proficiency with GIS technology and utility management systems required
- Experience working in active OSP construction or excavation environments required
- Valid driver’s license with a clean driving record required
- Must be able to pass DOT drug and alcohol testing requirements per 49 CFR Part 382 and/or 49 CFR Part 199
PHYSICAL REQUIREMENTS:
- Work performed in an outdoor environment with regular exposure to outside weather conditions including rain, humidity, high temperatures, and high winds
- The outdoor work environment will vary throughout the day including changes in terrain, traffic conditions, urban settings, and rural settings
- Exposure to moderate to loud noise levels at active construction and excavation sites
- Must be able to walk extensively, stand for prolonged periods, bend, and navigate varied and uneven terrain throughout the workday
- Ability to lift and carry up to 50 lbs. as needed for field equipment
- Must be able to operate a company vehicle and drive between job sites daily
