Job Description

DEFINITION
The Management Analyst supports the Director of Recreation and Community Services in the planning, coordination, and administration of department-wide initiatives, including community events, recreational programming, facility operations, and rentals. This position performs complex analytical, administrative, and project management duties with an emphasis on improving efficiency and enhancing community services.

REPORTS TO: The Director of Recreation and Community Services, City Manager, or designee.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Assist the Director in managing operations across multiple facilities including the Recreation Center, Senior Center, Health & Wellness Center, and Aquatic Center.
  • Coordinate department-wide calendars, timelines, and deliverables to ensure smooth execution of programs and services.
  • Serve as liaison between department staff and outside agencies to ensure program and facility coordination.
  • Assist in the preparation, monitoring, and reporting of the department’s annual operating budgets.
  • Ensure compliance with city procurement and risk management procedures.
  • Manage contracts and vendor relationships for events, facility operations, and recreational programming.
  • Support planning and logistical coordination for city-sponsored community events and programs.
  • Support the Director in long-term strategic planning for recreation services and community engagement initiatives.
  • Participate in special projects including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepares and presents reports;
  • Prepare comprehensive technical records and analytical reports pertaining to assigned area of responsibility; conducts research and comprehensive data collection efforts to support analysis;
  • Assist in preparation of the City’s public relations program, prepares marketing and promotional materials in support of City’s efforts;
  • Prepare project, pro forma or issues analysis utilizing analytical, quantitative and intuitive skills;
  • Anticipate, plan and coordinate changes to policy and practices for assigned area; coordinates with other Departments to effect change as necessary;
  • Collect, compile, and analyze complex information from various sources related to assigned programs; prepares reports which present and interpret data, and identifies alternatives; ensures compliance with local, State and Federal regulations; assists in review of new state and federal legislation; makes and justifies recommendations;
  • Coordinate and collaborate outside agencies; serves as a liaison with public and private organizations, community groups and other social organizations; represents the City to Boards, Commissions, and County, State and Federal agencies; provide information and serves as a resource;
  • Responds to and resolves difficult and sensitive citizen complaints and inquiries; review problems and recommends corrective actions; prepares summary reports as required;
  • Serve on a variety of committees as assigned; prepares and presents staff reports to the Council and other Boards and Commissions;
  • Monitor state and federal legislation that impacts Desert Hot Springs operations and the community;
  • Perform various related essential duties as assigned.

MINIMUM TRAINING AND EXPERIENCE
  • Bachelor’s degree in public administration, Business, Recreation, or a related field; OR education and experience equivalent to a Bachelor’s degree which provides the skills and knowledge necessary to meet the qualifications for the position.
  • Minimum of 3 years of progressively responsible professional experience in public sector administration, program management, or recreation/community services (government experience preferred).
Required Licenses and Certification
  • Valid Class C California Driver’s License.
  • CPR/First Aid certification desirable.

KNOWLEDGE AND ABILITIES
REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Knowledge of:
  • principles and practices of public administration, including goal setting, program and budget development and implementation and employee supervision;
  • methods of research, program analysis, and report preparation;
  • principles and procedures of financial and statistical record keeping and reporting;
  • modern office procedures, methods and computer equipment;
  • principles of marketing and promotions;
  • basic economic development practices and policies;
  • negotiating skills and practices;
  • pertinent Federal, State and local laws, codes and regulations.
Physical Requirements:
  • Ability to operate a variety of automated office machines including an adding machine, copier, personal computer, typewriter and fax machine;
  • Ability to coordinate eyes, hands and fingers in performing semi-skilled tasks including word processing;
  • Ability to exert negligible physical effort in sedentary to light work involving sitting most of the time, but may involve walking or moving from one area of the office to another, and standing for brief periods of time;
  • Ability to exert a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.
Skills & Abilities:
  • Strong administrative, analytical, and project management skills.
  • Ability to manage multiple priorities and meet deadlines in a dynamic environment.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite; ability to learn recreation software (e.g., CivicRec).
  • Knowledge of municipal operations, budgeting principles, event planning, and facility management.
  • Creative and collaborative approach to community engagement
  • Ability to use independent judgment and situational reasoning.
Language Ability and Interpersonal Communication:
  • Ability to comprehend and correctly use a variety of informational documents including City and department rules, laws and policies, messages, reports, and meeting minutes;
  • Ability to prepare letters of correspondence, memos, transmittals, forms, and reports using prescribed format and conforming to all rules of punctuation, grammar, diction and style;
  • Ability to communicate and maintain effective working relationships with officials, coworkers, supervisor, members of the public, and other City personnel verbally and in writing.
Working Conditions:
  • Office environment with occasional on-site event or facility support.
  • Requires evening and weekend work for special events or peak program periods.
