About This Position
SUMMARY:

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for the immediate supervision of the Finance & Accounting Department.
- Performs work of routine difficulty in recording and processing financial and related data, including decision of accounting practices and procedures.
- Prepares recommendations for the board of trustees related to all activities and matters of the department to ensure sound uniformity of fiscal practices as well as compliance to board policies, procedures and standards.
- Responsible for maintenance and review of the general ledger.
- Responsible for the administration of payroll.
- Oversee all data and reporting from the Finance & Accounting Department.
- Establish and monitor internal controls and procedures
- Gathers, assembles, tabulates, proofs, extends, balances, summarizes and posts fiscal and related data.
- Coordinates preparation of various reports on a timely basis.
- Coordinates annual financial audit.
- Responsible for investment of cash funds and related investment reports.
- Maintains the financial reporting system for the township, including cash flow projections.
- Reconciles bank statements and general ledger accounts monthly/quarterly.
- Explain financial and accounting procedures to other employees and the public.
- Responsible for the preparation, collection, and distribution of Township taxes.
- Responsible for the timely filing of the Continuing Disclosure Report and Michigan Finance Qualifying Statement.
- Coordinate aspects of both the purchase and payment of bonds.
- Process and reconcile miscellaneous receivables, including personal property receivables and generate invoices as necessary.
- Assists with the preparation of the annual budget and proposed budget amendments/transfers.
- Monitor the annual budget across all departments.
- Maintains and reconciles fixed assets.
- Responsible for the settlement of property taxes with the County.
- Responsible for confidentially preparing and updating payroll records and periodic earnings reports on a bi-weekly basis.
- Responsible for preparing quarterly Form 941 and MI UIA 1028 reports.
- Responsible for annually preparing W-2, W-3, 1099, and 1096 forms.
- Responsible for preparing Michigan Annual 5081 return.
- Responsible for reviewing all invoices for payment to ensure proper recording in the general ledger.
REQUIRED SKILLS / ABILITIES:
- Ability to justify investments of township funds.
- Ability to explain budget and audit procedures to the Township Board.
- Ability to respond to questions, explain issues and procedures and interpret data.
- Knowledge of basic laws, ordinances, and regulations affecting the operation of municipal government within the State of Michigan.
- Knowledge of using Microsoft Office programs and office machines.
- This position requires attending meetings outside of the immediate office.
- Ability to speak clearly on the telephone, publicly and person to person.
- Ability to be very organized.
- Ability to walk from place to place.
- Ability to meet the public and communicate well.
- Ability to read and perform math functions.
- Ability to perform under pressure and meet deadlines.
MINIMUM QUALIFICATIONS:
Education: | Bachelor’s Degree in Accounting and/or Finance |
Experience: | REQUIRED: 2 years experience working full-time in Finance and Accounting PREFERRED: 2 years experience in Municipal Finance & Accounting |
Licenses: | Valid Michigan Driver’s License |
Certifications: | None |
Miscellaneous: | Must be familiar with Microsoft Office products |
SUPERVISORY RESPONSIBILITIES:
Supervise and direct the day-to-day finance and accounting department staff and operations. Supervisory responsibility includes daily oversight as well as annual review and goal setting of department staff.

WORKING CONDITIONS:
Must be able to perform essential job functions with or without reasonable accommodations, including, but not limited to, visual and/or audiological appliances and devices to increase mobility. This position is on-site and is primarily in an indoor office environment.
PHYSICAL REQUIREMENTS:
Must be able to work in a general office environment and be able to occasionally move items weighing 25 lbs. or less.
TRAVEL REQUIREMENTS:
There will be some light travel responsibilities. These responsibilities will include going to the bank, Ottawa County buildings, and travel to seminars or conferences deemed necessary or beneficial by the Township.
