Job Description

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking an on-site Data Scientist (Junior) to join our team of professionals in support of the USMC MCICOM G-9 Directorate on-site in Arlington, Virginia.

Essential Duties & Job Functions:
  • Support the implementation, maintenance, and enhancement of the COLS framework, including installation functions and subfunctions, data integration, data validation, analysis, testing, and implementation of framework updates.
  • Develop, maintain, and improve automated financial data pipelines supporting COLS, including the extraction, transformation, validation, and loading of data from DoD financial and analytical systems such as PBIS, DAI, Advana, and associated data platforms.
  • Perform data engineering activities within Databricks, Advana, Workspace Data Platform (WDP), or similar environments, including development and maintenance of data processing workflows, automated tasks, data transformations, version-controlled code, and supporting technical documentation.
  • Conduct quantitative and statistical analysis of COLS financial, cost, and performance data to identify trends, relationships, anomalies, and potential impacts of funding or resource changes on organizational performance.
  • Develop, evaluate, and validate statistical, mathematical, forecasting, and other quantitative methodologies used to support COLS cost estimates, resource analysis, performance management, and decision support.
  • Analyze and reconcile financial and cost data across COLS, PBIS, DAI, and other authoritative data sources, identifying discrepancies and developing repeatable methods for data validation and reconciliation.
  • Develop and maintain crosswalks between financial structures and identifiers used across DoD and Marine Corps systems, including Cost Accounting Codes (CACs), POET structures, Task Codes, Object Class Codes (OCCs), MCPCs, and other applicable financial or organizational identifiers.
  • Apply appropriate business rules, filters, mappings, and data transformation methodologies to identify and integrate financial information applicable to COLS and Base Operating Support (BOS) requirements.
  • Support preparation and coordination of annual COLS other-than-labor costing, manpower costing, and performance management data collection efforts, including validation, consolidation, reconciliation, and analysis of submitted information.
  • Analyze COLS other-than-labor and labor out-year cost estimate data and support the development, validation, and reconciliation of cost estimates against PBIS, DAI, COLS, and other authoritative financial data.
  • Gather, organize, analyze, and interpret financial and performance data using appropriate quantitative, statistical, and cost-estimating methods to support resource planning and management decisions.
  • Support requirements development and technical improvements for the LFS Apps COLS Application and related COLS systems, including defining data requirements, validating system-to-system data transfers, testing functionality, and identifying data or application issues.
  • Develop, maintain, and enhance COLS reporting and visualization capabilities, including Power BI dashboards, analytical reports, data products, and decision-support materials.
  • Support the design and development of COLS data models, database structures, and data integration requirements, including analysis and mapping of legacy COLS data into current or future COLS architectures.
  • Review legacy COLS databases, source data, application logic, and existing analytical methodologies as required to identify data requirements, business rules, and functionality necessary for continued COLS development and modernization.
  • Coordinate with government functional leads, data owners, system administrators, developers, and technical organizations to resolve data integration, application, infrastructure, and analytical requirements affecting COLS.
  • Support technical coordination with organizations responsible for hosting, data infrastructure, application development, and enterprise data services, including configuration and troubleshooting of data feeds, development environments, APIs, repositories, and related system interfaces as required.
  • Support the development and testing of the COLS Executive Resource and Risk Management system and related analytical capabilities, including collection and documentation of requirements, testing results, user feedback, and recommended changes.
  • Participate in review sessions and working groups with COLS functional communities of interest, headquarters and regional subject matter experts, and other stakeholders to validate cost estimates, financial data, performance measures, analytical methodologies, and system requirements.
  • Apply established DoD cost-estimating techniques, statistical methods, and analytical tools in the development and review of COLS cost, resource, and performance analyses.
  • Develop and implement data quality, error-detection, and error-limiting methodologies to improve the accuracy, consistency, traceability, and repeatability of COLS financial and performance data.
  • Support COLS training and user support activities, including administration of application updates, development of supporting documentation, troubleshooting, and guidance to users.
  • Assist in reviewing and preparing updates to orders, directives, policies, procedures, and other documentation governing COLS programs and communicate applicable changes to stakeholders.
  • Support development of the Commander's Organizational Risk Estimate (CORE) and other executive-level resource and risk products through data collection, quantitative analysis, preparation of analytical materials, and development of reports and visualizations.
  • Maintain appropriate technical and analytical documentation for data pipelines, financial mappings, business rules, analytical methodologies, system configurations, and other processes necessary to ensure continuity and knowledge transfer.
  • Perform related work as assigned.

Job Requirements (Education, Experience, Professional Associations)

Education

  • Education: Must have at least three (3) years of relevant experience and a Bachelor’s degree.

Experience and Requirements

  • Must have experience integrating data from multiple data sources into customized solutions.
  • Must have experience using Python (preferably along with one or more of the following Pandas, Polars, Scikit-Learn, etc.)
  • Must have some foundational knowledge of machine learning techniques and algorithms.
  • Must have some level of experience with statistics (professionally or via taking courses on the subject).
  • Must have experience working with a diverse and often conflicting group of stakeholders.
  • Must be able to travel both CONUS and OCONUS as required/necessary.

Preferences and Nice to Haves

  • A math degree with any relation to statistics a plus.
  • Experience with any Database Management System (DBMS) and SQL.
  • Skilled in developing executive-level correspondence and management programs involving executive-level participants.
  • Proficiency in briefing and communication skills to senior Government personnel and/or Military personnel (e.g., O-6 level and above), Military Commanders and their staff, organizational leaders, and peers.
  • USMC or other Military service experience a HUGE PLUS.
