In this part-time, high-impact advisory role, you will support the development of national-level cyber capability for partner nations by shaping cyber strategy, policy, and organizational design within complex defense environments. You will work alongside U.S. Government stakeholders to help stand up cyber organizations, design defensive cyber operations frameworks, and strengthen cyber workforce development initiatives. The role combines strategic advisory work with hands-on planning support across international engagements and remote collaboration. You will contribute directly to the creation of resilient cyber defense structures aligned with evolving geopolitical and security threats. This position requires deep expertise in military cyber operations, policy formulation, and joint planning processes. It is ideal for a senior-level cyber leader who thrives in strategic, mission-driven environments with global impact.

Accountabilities

In this role, you will provide senior-level expertise to support the design, development, and implementation of strategic cyber capabilities for partner nations. You will contribute to shaping cyber policy, organizational structures, and operational frameworks that strengthen defensive cyber readiness and alignment with national security objectives. Key responsibilities include:

  • Leading the development of cyber policy, strategic plans, and organizational frameworks supporting national and defense-level cyber capabilities.
  • Supporting the design and implementation of Defensive Cyber Operations Plans across multiple lines of effort, including workforce development and operational readiness.
  • Advising on cyber strategy alignment with geopolitical, regulatory, and military priorities in complex international environments.
  • Applying Joint Planning Process (JPP) and Joint Publication 5.0 methodologies to guide planning, coordination, and execution of cyber operations strategies.
  • Supporting engagement with U.S. Cyber Command, Combatant Commands, and other defense stakeholders to integrate and synchronize cyber initiatives.
  • Facilitating strategic discussions, workshops, and human-centered design exercises to solve complex cybersecurity and operational challenges.
  • Producing high-level briefings, policy documentation, and strategic recommendations for senior government and military audiences.
Requirements

This role requires a highly experienced cyber operations leader with deep expertise in military or government cyber strategy, policy development, and operational planning. The ideal candidate brings a strong blend of technical understanding, strategic thinking, and executive-level communication skills. Key qualifications include:

  • 10+ years of military cyberspace operations experience, including at least 5 years in joint or strategic-level cyber planning roles.
  • Executive-level experience equivalent to O6/GS-15 or higher within complex military or government cyber environments.
  • Proven ability to develop and implement cyber strategies aligned with national security and organizational objectives.
  • Strong experience with Joint Planning Process (JPP), Joint Publication 5.0, and defensive cyberspace operations planning.
  • Background working with U.S. Cyber Command, Combatant Commands, Cyber Security Operations Centers, or Joint Staff environments.
  • Expertise in cyber policy development, campaign planning, and integration of regulatory and international considerations.
  • Strong facilitation, briefing, and communication skills with the ability to translate complex cyber concepts for diverse audiences.
  • U.S. Secret Security Clearance required.
