Locations: Multiple, Continental United States

Position Type: Temporary, Part-time (16-29 hours/week), per completed visit/per census. 1099 Subcontractor.

FLSA Status: Non-exempt

Education Level: High School or equivalent is required.

Summary:

Vighter is recruiting Case Managers to conduct accountability census and welfare checks of minor children that were previously allowed to enter the United States under any “Deferred Action,” refugee-based or asylum-based United States Immigration program. The Case Manager is responsible for conducting scheduled field visits to verify census information and perform standardized health and welfare assessments of unaccompanied minors residing in designated locations on behalf of federal government clients. This position serves as the Company's field representative and is responsible for objectively documenting observations, conducting interviews using approved protocols, verifying placement information, and ensuring all required reports are completed accurately and timely.

This position does not provide medical diagnosis, counseling, legal advice, or case management services. All duties are performed in accordance with government contract requirements, Company policies, child welfare protocols, and applicable federal and state laws.

Principle Accountabilities:

  • Travel to assigned locations to conduct scheduled census verification visits.
  • Verify the identity and current location of assigned unaccompanied minors.
  • Conduct standardized health and welfare interviews using government-approved questionnaires and assessment tools. Observe the physical living environment and document objective findings.
  • Assess for observable indicators of health, safety, neglect, abuse, or other concerns requiring escalation in accordance with established procedures.
  • Interview sponsors, guardians, caregivers, or other approved individuals as required by the contract.
  • Verify compliance with placement requirements and government directives.
  • Prepare accurate, objective, and detailed electronic reports following each visit.
  • Upload required documentation within established contract timelines.
  • Maintain confidentiality of personally identifiable information (PII) and sensitive information.
  • Immediately report suspected abuse, neglect, exploitation, trafficking concerns, medical emergencies, or other mandatory reporting events through established reporting channels.
  • Coordinate scheduling of assigned visits while maintaining required completion timelines.
  • Maintain communication with supervisors regarding assignment status, travel, and unusual findings.
  • Maintain professional conduct when interacting with minors, sponsors, government officials, community organizations, and members of the public.

  • Performs other duties that may be assigned from time to time.

Knowledge and Skills:

  • Must have exceptional customer service skills.
  • Employees shall be technically proficient in the skills necessary to fulfill the job requirements, including ability to speak, understand, read and write English fluently.
  • Ability to work in a fast-paced changing environment with limited supervision
  • Excellent organizational, scheduling and prioritization skills.

Education:

  • High School diploma or equivalent is required. Associates or Bachelor’s degree in social work, criminology, psychology, sociology, or related field preferred.

Qualifications:

  • Minimum age of 21 years with a valid driver's license and an acceptable driving record.
  • Ability to travel extensively within assigned geographic areas.
  • Experience in case management, investigative interviewing, or law enforcement, with exposure to foreign-born populations preferred.
  • Demonstrated ability to work in dynamic, changing environments; tolerate ambiguity; and respond to urgent situations professionally.
  • Experience engaging with diverse age groups and cultural backgrounds.
  • Availability to work weekends and holidays as needed.
  • Language skills: bilingual abilities preferred
  • Ability to work independently with minimal supervision.
  • Strong written and verbal communication skills.
  • Demonstrated professionalism, discretion, and sound judgment.

Duty Hours / On-call Requirements:

  • The expected duty hours for this position are 8 hours per day and 5 days per week.

Work Environment:

  • San Antonio, TX (with frequent travel to various locations in the United States)
  • Work is performed primarily in the field at private residences, sponsor homes, community facilities, shelters, hotels, government facilities, and other locations.
  • Employees may occasionally encounter emotionally charged situations, distressed individuals, or challenging environments requiring professionalism, patience, and sound judgment.

Travel:

  • As required to satisfy the contractual obligations. All official travel is government funded.

Benefits:

  • Competitive per visit 1099 rate. Subcontractor (1099) will provide regular invoices using a Vighter-provided template. Subcontractor must file a W-9 with SSN/EIN.
  • 1099 personnel are not subject to tax deductions and must plan accordingly to ensure payment of any Federal/State/Local taxes that are due.
  • 1099 personnel are ineligible for medical or employer benefits

Physical Requirements:

  • Must be able to stand or sit for more than 8 hours per day.
  • Must be able to use an elevator or walk up and down stairs.
  • Must be able to lift up to 40 pounds and carry up to 10 feet.
  • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders.
  • Must be able to read and interpret handwritten and typewritten print.
  • Must be able to communicate by voice and detect sound by ear.
  • Must be able to perform duties in an indoor or outdoor environment.
  • Must be able to pass a criminal background investigation.
  • Must undergo Urine Drug Screening (UDS).
  • Must be a Citizen of the United States or legally authorized to work in the United States of America.
