Position Summary

The Certified Occupational Health Nurse (COHN) supports the daily operations of the Medical Department by implementing occupational health and safety programs, providing first aid and treatment for workplace illnesses and injuries, administering immunizations, coordinating employee testing and medical surveillance programs, and maintaining confidential medical records. The role collaborates closely with providers, nursing staff, and safety personnel to promote employee health and workplace safety, ensure compliance with occupational health policies and nursing standards, deliver health education and counseling, and support the continuous improvement of occupational health services and programs. In collaboration with providers, nursing staff, and safety personnel, the COHN will help promote workplace health and safety through employee education, health promotion initiatives, medical surveillance programs, and continuous improvement of occupational health services. This position plays a critical role in supporting the Department’s mission to protect the health and well-being of America’s diplomatic community and ensure the operational continuity of Foreign Affairs Security Training Center (FASTC) training activities.

Core Responsibilities

  • Implement Occupational Safety and Health Services policies, procedures, and medical directives in the daily operations of the Medical Department supporting the Department of State’s Foreign Affairs Security Training Center (FASTC) mission in Blackstone, Virginia.
  • Communicate staffing updates, operational concerns, program recommendations, and clinical issues to the Provider and Occupational Health Charge Nurse to support effective clinic operations and continuity of care.
  • Maintain appropriate logs, statistical summaries, medical records, and related documentation required by Occupational Safety and Health Services, Department of State requirements, and applicable laws and regulations.
  • Obtain, maintain, and monitor medical equipment, supplies, furnishings, and treatment areas to ensure operational readiness and adherence to cleanliness, hygiene, and infection control standards.
  • Provide first aid care, urgent and occupational medical treatment, follow-up care, and medication administration for employee and trainee illnesses and injuries as authorized by the Provider and Occupational Safety and Health Services standing orders, policies, and procedures.
  • Perform and coordinate biologic and physical testing and occupational surveillance activities, including spirometry, audiometry, blood lead testing, infectious disease testing, and other required screenings in accordance with Occupational Safety and Health Administration (OSHA), Clinical Laboratory Improvement Amendments (CLIA), and Department standards.
  • Arrange appropriate transportation and referral coordination for ill or injured personnel requiring additional evaluation or treatment at hospitals, clinics, physician offices, or other healthcare facilities.
  • Administer immunizations and vaccines as directed by the Provider and authorized by Occupational Safety and Health Services.
  • Ensure complete, accurate, and confidential medical records are maintained for all employees, trainees, and eligible personnel in accordance with applicable privacy, legal, and occupational health requirements.
  • Consult and coordinate with Providers, Nursing Staff, Safety Personnel, and authorized healthcare providers regarding occupational injuries and illnesses, communicable disease concerns, workplace hazards, employee health needs, and return-to-training or return-to-work determinations.
  • Counsel and educate employees and trainees on occupational health, wellness, injury prevention, communicable disease prevention, physical and mental health, and workplace safety through individual and group education initiatives.
  • Maintain current referral resources and information related to community services, specialty providers, occupational medicine resources, and healthcare support services.
  • Plan, coordinate, and support health education, medical surveillance, examination, wellness, and occupational safety programs as required and approved by Occupational Safety and Health Services.
  • Provide recommendations and professional guidance to the Provider and Occupational Safety and Health Services leadership regarding occupational health program planning, clinic operations, and continuous process improvement initiatives.
  • Maintain current knowledge, certifications, competencies, and professional development in occupational health nursing and federal occupational health practices.
  • Accept administrative and professional supervision from the Provider and Occupational Health Charge Nurse and support collaborative clinical operations within the Medical Department.
  • Coordinate and collaborate with Providers and other nursing personnel in carrying out administrative, treatment, examination, testing, telehealth, and clinic maintenance responsibilities supporting FASTC operations.
  • Perform all duties in accordance with the applicable Nurse Practice Act, Occupational Safety and Health Services policies and procedures, Department medical directives, and current standards of nursing practice.
  • Perform other duties as assigned in support of occupational health clinic operations and the Department of State training mission.
Requirements:

Qualifications

  • Diploma or certificate of an accredited program of nursing as approved by the state
  • License: valid license in Virginia as a licensed to practice nursing
  • A minimum three-years' experience as a RN in a related primary care or ambulatory care setting; government healthcare environment preferred.
  • A minimum one-year experience as an RN with occupational health experience.
  • Certification in Occupational Health Nursing (COHN) and case management.??
  • Current certification in Basic Life Support - CPR
  • Proficiency in written and spoken English
  • Strong computer skills, including EMR experience
  • Energetic and optimistic demeanor

This job is CONTINGENT upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance.

Final compensation will be based on relevant factors including work experience, skills, certifications, and internal equity.
