Position Overview

Position Status: This is a contingent opening. This requisition is actively open for pipeline building and candidate evaluation while final organizational parameters and internal role clarifications are being completed. Interviews will proceed normally, but a formal offer will depend on final internal approval.

We are seeking an Acquisition and Program Management Analyst located at Redstone Arsenal, AL. In this role you will drive the acquisition lifecycle for the nation's most critical defense initiatives. In this high-visibility role, you will act as a trusted advisor to Missile Defense Agency (MDA) leadership, program offices, and Procuring Contracting Officers (PCOs). You will leverage your deep expertise in FAR Part 7 guidelines to shape procurement strategies, evaluate complex proposal packages, and navigate high-stakes negotiations for specialized research and development (R&D) weapon systems, software integrations, and prototype developments.

Beyond pure acquisition strategy, you will serve as an operational linchpin, bridging the gap between high-level policy and execution. You will oversee critical functional operations, manage contract property compliance (GFP), direct contract closeouts, and spearhead data-driven executive reporting. If you are a proactive problem-solver who excels at translating complex federal regulations into actionable strategies, maintaining vital data systems like PIEE and ETMS2, and briefing senior leaders, this role offers an unparalleled opportunity to impact enterprise-wide strategic planning. Work Location: This position is performed on-site at Redstone Arsenal, AL. Regular on-site attendance is required to support customer and contract requirements. Telework may be available based on contract requirements and customer approval.

Key Responsibilities

  • Prepare and distribute weekly executive reports and meeting minutes.
  • Collect read-ahead charts and handle pre-meeting preparations.
  • Conduct research and analysis to provide executive-level advice.
  • Facilitate internal and external communication forums for senior leaders.
  • Coordinate leadership briefings, initiatives, and organization-wide projects.
  • Support high-level engagements with industry partners and Government agencies.
  • Advise on and execute special projects and ad-hoc reports.
  • Develop templates, share best practices, and conduct contract management outreach.
  • Contribute to organizational policy development, strategic planning, and business operations.
  • Help implement, maintain, and develop MDA contract management oversight systems.
  • Assist with audit readiness and preparation for internal and external agencies.
  • Pull compliance and situational awareness reports from the PIEE suite.
  • Build functional tools and products using Teams, Access, PowerPoint, Excel, and Visio.
  • Provide administrative tracking support for the Freedom of Information Act program.
  • Distribute, manage, and close assigned Intra-Agency and ETMS2 system taskers ahead of deadlines.
  • Serve as portal manager to update the Contract Management and Strategic Operations page.
  • Advise on the development and update of contract property management policies.
  • Process closed property disposal packages and resolve discrepancies with external groups.
  • Build and maintain an Access database for the Contract Property Administration Office.
  • Conduct deep-dive research on government property data to identify trends and anomalies.
  • Guide contracting officers and property custodians on DoD property regulations and audit rules.
  • Analyze and validate Government Furnished Property attachments for strict regulatory compliance.
  • Create functional training packages, how-to guides, and checklists for internal customers.
  • Serve as the dedicated SharePoint portal manager for the CPAO.
  • Coordinate and develop briefing materials to support closeout engagements.
  • Execute special projects and ad-hoc reporting tied to contract closeouts.
  • Research closeout topics to disseminate lessons learned and standard templates.
  • Support acquisition planning under FAR Part 7 and coordinate with technical program offices.
  • Advise on future procurement needs and help resolve complex procurement strategy questions.
  • Analyze contract requirement packages, draft solicitations, and evaluate vendor proposals.
  • Build foundational procurement documentation, including draft templates and requirements documents.
  • Support contract execution for highly specialized research and development (R&D) weapon systems.
  • Guide program offices, budget analysts, and specialists through planning, negotiation, and award phases.
  • Support pre-production, production, sustainment, and service requirements across multiple contract types.
  • Manage acquisitions for both cost-reimbursement and fixed-price contract vehicles.
  • Oversee software development, weapon systems, and sophisticated research and testing equipment.
  • Draft critical approval documents including Determinations and Findings (D&F) and Justifications & Approvals (J&A).
  • Serve as an advisor to the government negotiation team to help the PCO secure fair prices.
  • Conduct cost/price analysis and assist with the development of price objectives.
  • Process data and evaluate complex procurement documents to formulate pre-negotiation positions.
  • Analyze data to develop executive briefs, memorandums, presentations, and inputs.
  • Coordinate closely with the PCO to prioritize requirements and establish timely schedules.
  • Coordinate and streamline the completion of technical evaluations.
  • Maintain all contract and acquisition information accurately within government electronic databases.
  • Assist with the closeout of physically completed inactive contracts and de-obligate unliquidated obligations (ULO).
  • Design, prepare, and deliver targeted contract training for the team.

Qualifications

  • An ACTIVE Secret Clearance is required.
  • Minimum of a BA/BS and at least one (1) years’ experience directly supporting DoD program(s) or comparable commercial operations as an acquisition/program analyst overseeing cost, schedule, and performance.
  • Minimum of one (1) years' experience in DoD program management, or three (3) years’ commercial experience in an integration environment providing strategic level analysis, communications, and staff coordination for executive level review.
  • Experience reviewing, processing, and formulating strategy products

Preferred Qualifications

  • Previous DAWIA Certification Level II (or equivalent) in Program Management

Compensation and Benefits

The estimated compensation range for this position is between $102,600 - $113,400 annually. Actual salary for these positions will be determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
