Position Overview

We are seeking an accomplished, Mid-Level Acquisition and Program Management Analyst located at Redstone Arsenal, AL. In this role you will drive the acquisition lifecycle for the nation's most critical defense initiatives. In this high-visibility role, you will act as a trusted advisor to Missile Defense Agency (MDA) leadership, program offices, and Procuring Contracting Officers (PCOs). You will leverage your deep expertise in FAR Part 7 guidelines to shape procurement strategies, evaluate complex proposal packages, and navigate high-stakes negotiations for specialized research and development (R&D) weapon systems, software integrations, and prototype developments.

Beyond pure acquisition strategy, you will serve as an operational linchpin, bridging the gap between high-level policy and execution. You will oversee critical functional operations, manage contract property compliance (GFP), direct contract closeouts, and spearhead data-driven executive reporting. If you are a proactive problem-solver who excels at translating complex federal regulations into actionable strategies, maintaining vital data systems like PIEE and ETMS2, and briefing senior leaders, this role offers an unparalleled opportunity to impact enterprise-wide strategic planning. This position requires personnel to have an ACTIVE TS/SCI Clearance.

Work Location: This position is performed on-site at Redstone Arsenal, AL. Regular on-site attendance is required to support customer and contract requirements. Telework may be available based on contract requirements and customer approval.

Key Responsibilities

  • Guide execution of highly specialized research and development (R&D) requirements for layered defense weapon systems.
  • Provide advisory support to program offices, acquisition managers, and contract specialists on strategy, planning, negotiation, and award execution across pre-production, production, sustainment, and service lines.
  • Direct acquisition planning per FAR Part 7, developing requirement documents and tailored contract strategies alongside technical program teams.
  • Evaluate contract requirement packages and draft solicitations for cost-reimbursement and fixed-price contracts spanning prototype development, weapon systems, and software systems.
  • Serve as an advisor to the Government negotiation team, helping the PCO secure fair and reasonable pricing during complex or controversial negotiations.
  • Develop critical compliance documentation for PCO approval, including Determinations and Findings (D&F), Justification and Approvals (J&A), and Memorandums for Record (MFR).
  • Provide senior executives with executive-level advice, research, analysis, and custom product development.
  • Contribute to the development of organizational policy, business operations, and enterprise-wide strategic planning.
  • Evaluate proposed organizational updates involving contract government property against federal and DoD regulations to ensure compliance.
  • Advise contracting officers, property officers, and logistics specialists on contract property management regulations and financial audit requirements.
  • Manage, coordinate, and execute ad-hoc reports and critical special projects across strategic, functional, and closeout divisions.
  • Assist in implementing, maintaining, and developing MDA contract management oversight systems and processes.
  • Conduct technical evaluations, process data, evaluate documents, and provide core inputs for cost/price analysis and pre-negotiation positions.
  • Analyze Property Perform in-depth research on contract government property data to identify trends, discrepancies, and resolutions.
  • Validate GFP Attachments: Analyze and validate Government Furnished Property (GFP) attachments to ensure strict regulatory compliance.
  • Coordinate preparations for upcoming internal and external organizational audits.
  • Pull compliance and situational awareness reports from the PIEE suite and build data products using MS Teams, Access, PowerPoint, Excel, and Visio.
  • Support, brief, and coordinate strategic engagements with industry partners and external Government agencies].
  • Facilitate internal and external communication forums, coordinate organizational briefings, and drive organization-wide initiatives.
  • Partner with the PCO to prioritize, organize, and monitor requirement schedules for successful project implementation.
  • Serve as portal manager for Contract Management, Strategic Operations, and CPAO SharePoint pages; develop and maintain the CPAO Microsoft Access database.
  • Handle closed property disposal packages (plant clearance/loss) and resolve discrepancies with internal and external organizations.
  • Assist in determining, finalizing, and closing out physically completed inactive contracts and de-obligating unliquidated obligation (ULO) balances.
  • Author functional training packages, "how-to" guides, checklists, templates, and lessons-learned repositories to standardise contract management operations.
  • Maintain up-to-date contract and acquisition profiles within the Government's electronic database.
  • Manage, distribute, and ensure timely closure of all assigned tasks via ETMS2 and Intra-Agency tracking systems before deadlines.
  • Produce weekly executive reports, record/distribute meeting minutes, collect read-ahead charts, and manage action trackers.
  • Create and maintain detailed, accurate property reports.
  • Provide non-judgmental administrative tracking support for MDA’s Freedom of Information Act (FOIA) program.

Qualifications

  • An ACTIVE TS/SCI Clearance is required.
  • Minimum of a BA/BS and 3 years’ experience directly supporting DoD program(s) or comparable commercial operations as an acquisition/program analyst overseeing cost, schedule, and performance.
  • Minimum of three (3) years' experience in DoD program management, or three (3) years’ commercial experience in an integration environment providing strategic level analysis, communications, and staff coordination for executive level review.
  • Experience reviewing, processing, and formulating strategy products

Preferred Qualifications

  • Previous DAWIA Certification Level II (or equivalent) in Program Management

Compensation and Benefits

The estimated compensation range for this position is between $129,200 - $142,900 annually. Actual salary for these positions will be determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
