Are you a highly organized and motivated individual with experience in construction or engineering? If so, consider joining our team! The City of Grandview Heights is seeking to hire a Director of Building & Zoning responsible for overseeing the operations of the Building & Zoning Department.

The daily operations of the Building & Zoning Department include issuing building permits, conducting inspections, zoning enforcement, property maintenance, and floodplain regulations. The Director supports the Board of Zoning Appeals and Planning Commission as needed. The Building & Zoning Department also provides services to the Village of Marble Cliff.

Candidates must possess a minimum of 10 years of progressive administrative managerial experience in engineering, construction, or related discipline as well as the certification of Ohio Building Official or Interim Building Official. Experience in zoning administration and enforcement and property maintenance is preferred.

This position is FLSA-Exempt, non-union, and serves at the discretion of the Mayor. Under direction of the Mayor and/or the Director of Administration, is responsible for enforcing the City and state building codes and the City’s zoning regulations; performs residential and commercial inspections; manages the City’s property maintenance and floodplain regulations; performs other related duties as required. This is a safety-sensitive position.

ESSENTIAL FUNCTIONS:
• Examines proposed building plans and specifications for conformance to applicable codes and ordinances
• Issues building permits when all City and state requirements have been met
• Inspects construction work in progress to make certain owner and/or contractor is adhering to approved plans and specifications conform to zoning regulations and relevant ordinances
• Oversees the issuance of contractor licenses
• Inspects footings, foundations, framing, air conditioning, heating, ventilation, insulation, electrical, and refrigeration for conformance to applicable ordinances, regulations, specifications, and building codes
• Inspects existing buildings for conformance to codes
• Inspects sidewalks, driveways, number of parking spaces, and other aspects of the built environment to determine conformance to zoning code
• Enforces sign ordinances
• Interprets codes and ordinances to contractors
• Manages the City’s floodplain regulations
• Supports Board of Zoning Appeals and Planning Commission as needed
• May give testimony in court if necessary
• Maintains files and records of building and zoning activities
• Prepares monthly, quarterly, and annual reports as required
• Prepares annual department budget
• Maintains licenses and certifications as required
• Demonstrates regular and predictable attendance
• Meets all job safety requirements and all OSHA safety standards when applicable that pertain to essential functions
EDUCATION AND EXPERIENCE:
• Possession of a high school diploma or equivalent
• Possession of a valid State of Ohio Building Inspector Certificate
• Possession of a valid State of Ohio Building Official Certificate
• Possession of a valid State of Ohio Residential Building Official Certificate
• Minimum of 10 years of experience working with both building and zoning codes (construction, design, or inspection) is preferred
• Possession of a valid State of Ohio motor vehicle operator’s license

•Proficiency in supervising subordinate staff

•Budget development and management

ABILITY TO:
•Write and speak effectively
•Develop and maintain effective working relationships with contractors, architects, property owners, associates, and City officials
•Interpret building plans and specifications including electrical, plumbing, heating, and air conditioning installations
•Maintain records and prepare reports
•Perform research and recommend code changes

•Understand, interpret and apply laws, rules, or regulations
•Read and interpret plans, specifications, construction drawings, and other job-related documents
•Ability to make prompt and accurate decisions, as directed

•Work other than normal working hours as necessary

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
•The essential functions of this position requires employee to perform work in an office environment and at construction and various sites within the community, with or without reasonable accommodation
•In order to conduct investigations and inspections, must be able to operate a motor vehicle and negotiate ladders and stairs
•Exposure to occasional inclement weather and normal transportation and construction activity, such as high noise levels, moving vehicles and machines, dust, mud, and traversing of exposed and sometimes insecure walkways and platforms
•May wear protective clothing and equipment, such as helmet, gloves, goggles, and safety shoes
•Work requires some exertion such as climbing, walking over rough surfaces and loose material, crouching, bending, stooping, and reaching
•Requires occasional lifting of light to moderately heavy items
