About This Position


Position Summary
This position is responsible for the overall administrative oversight, visioning, leadership, planning, coordinating and control of the development of technical strategy for the present and future management of the City’s Information Technology needs.

Essential Functions
  • Provides strategic and operational leadership for the City’s Information Services (IS) Department, including managing staff, setting goals, and aligning technology initiatives with organizational priorities.
  • Direct all aspects of the City’s information technology operations, including infrastructure, cybersecurity, data governance, business systems, and communications platforms.
  • Leads and manages departmental staff recruits and hires personnel, assigns tasks, conducts performance evaluations, approves time and payroll, and recommends promotions, disciplinary actions, or separations.
  • Develops, presents, and manages the IS Department’s annual operating and capital budgets, ensuring alignment with City goals and effective use of resources. Manages budget throughout the year.
  • Develops IT Masterplan creation and implementation.
  • Establishes long-range technology strategies and annual work plans; sets department goals, policies, procedures, and performance standards to ensure effectiveness and accountability.
  • Recommends and oversees IT capital investments, including hardware, software, cloud services, and training initiatives.
  • Acts as a key advisor and collaborator across departments to provide technological solutions that enhance operations and service delivery.
  • Serves as the City's lead representative in technology-related meetings with vendors, consultants, elected officials, and other agencies.
  • Provides leadership for large-scale, cross-departmental IT projects, ensuring alignment with Citywide initiatives, timelines, and budgets.
  • Coordinates disaster recovery planning, network and communication security, and participates in interagency cybersecurity and emergency preparedness exercises.
  • Prepares and reviews requests for proposals/qualifications (RFP/RFQs), bids, contracts, and vendor agreements; manages procurement of IT goods and services.
  • Ensures compliance with all relevant Federal, State, and local data security laws and IT standards.
  • Tracks emerging technologies and assesses their potential impact on City operations; advises on future investments and innovation opportunities.
  • Guides staff through technology changes, legal updates, and evolving organizational needs.
  • Directs the development and implementation of internal and external communications strategies, including digital infrastructure.
  • Direct the administration of IT-related grants, contracts, and agreements for professional and contractor services.

Knowledge, Skills, and Abilities
  • Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
  • Knowledge of IT principles, current trends and practices
  • Skill in managing multiple projects and prioritizing multiple tasks and demands.
  • Knowledge of and ability to effectively utilize the principles of strategic and long and short- range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to develop department goals and objectives.
  • Ability to take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to make final employment recommendations.
  • Ability to prepare performance evaluations and make recommendations regarding unsatisfactory employees.
  • Ability to assign work, add or delete; plan work, establish priorities.
  • Ability to approve time off.
  • Ability to maintain staff personnel records.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Knowledge of City policies, procedures and practices.
  • Knowledge of local government organization and its departmental operating requirements.
  • Considerable knowledge of modern office practices and procedures.
  • Ability to analyze and prepare organizational and functional reports from research data.
  • General knowledge of standard office procedures, practices, equipment and office assistance techniques.

Required Education, Experience, Licensing, and Certifications
  • Bachelor’s Degree in Computer Science or related field, with five (5) years of progressively responsible work experience.
  • Five (5) years of supervisory experience.
  • Must pass required department background and criminal history checks.
