About This Position

The City of Sioux Falls is looking for an innovative and strategic Risk Manager to lead critical initiatives that protect our employees, our community, and our City’s assets. 1. Direct, oversee, and supervise administration of the following City programs and functions:

  • Property, Liability, Cyber, Aviation, and Workers’ Compensation Insurance Programs including Contract Management

  • Claims Administration, including, coordination with third-party administrators and insurance carriers.

  • Workers’ Compensation Administration

  • Loss Control Program Accident Investigations

  • Sewer Backup No-Fault Program

2. Ensure all assets are insured and values are current; process/report auto and general liability claims to TPA/insurance carrier. File and pursue subrogation claims and restitution.

3. Research, design, and implement effective risk management policies, programs, practices, mitigation techniques, assessments, strategies, and measures in coordination with the City’s core values and culture. Monitor, assess, and analyze the effectiveness of program strategies and techniques; complete data analysis and provide regular reports, including an annual report of activities.

4. Plan, organize, and manage a citywide loss prevention and control program. Review and research insurance plans and coverages and perform cost-benefit analysis. Identify and analyze potential exposure to loss while developing related short- and long-range goals and objectives and other program performance expectations.

5. Oversee and determine the City’s investigation practices for accidents/incidents/injuries/ damage/threats to City employees and/or property, or to citizens or private property. Respond to potential liability claims. Review and analyze information gathered for a claimed loss to determine causal relationship to City operations and determine an approval or denial of claims on the basis of City responsibility.

6. Supervise and administer the workers’ compensation program through close coordination with the third-party administrator (TPA). Develop and conduct loss reporting and evaluate trends for loss and injury control.

7. Work with departments, vendors, and contractors to resolve dangerous work situations. Provide safety and risk mitigation consultation to City leadership.

8. Develop strategies and programs designed to minimize the risks of personal harm, property damage, and loss to City of Sioux Falls assets. Administer and coordinate security measures and program/policies for City departments, facilities, and infrastructure including, but not limited to, cybersecurity, facility/building access, video security, and related systems. Liaise with the City’s Emergency Manager, participate in Emergency Operations Center (EOC) readiness activities and ensure appropriate involvement when circumstances require.

9. Conduct supervisor/employee training and informational seminars on various safety, risk management, security, and workers’ compensation programs and related topics.

10. Assist in preparation and defense for lawsuits against the City for collections of property damage and in personal injury claims.

11. Assist in the preparation and development of an annual budget request for areas of responsibility.

12. Supervise employees, assign work, and provide work direction; make recommendations relative to hiring, promotions, discharge, layoffs or suspensions, disciplinary action, and the adjustment of grievances and employee performance evaluations.

13. Perform other such duties and functions as are necessary or incidental to the proper performance of this position.



Graduation from an accredited college or university with a degree in industrial safety, business administration, public administration, or related field along with experience in administering a comprehensive safety and risk management program, preferably in the public sector; or any such combination of education, experience, and training as may be acceptable to the hiring authority.

Associate in Claims designation (AIC) or higher designation as recognized by the Insurance Institute of America is desired.

Risk and/or safety professional certification as an Associate in Risk Management (ARM), Certified Safety Professional (CSP), or Certified Industrial Hygienist (CIH) is desired.

Must possess or be able to obtain prior to hire a valid driver’s license.


  • Knowledge of occupational health and safety theories and programming, job safety analysis techniques, and safety/incident inspection procedures; working knowledge of related management systems and Incident Command System (ICS).

  • Knowledge and understanding of occupational safety and health principles, methods, codes, standards, and techniques used in managing a Safety and Risk Management Program.

  • Knowledge of risk financing techniques in order to develop the most cost-effective risk financing program.

  • Knowledge of various insurance coverage, insurance claims, self-insurance, and pool concepts.

  • Knowledge of the state workers’ compensation laws and claims administration.

  • Ability to develop and conduct training seminars and make presentations.

  • Ability to establish and maintain effective working relations with elected, appointive, midmanagement, and hourly employees.

  • Knowledge in the investigation of accidents determining causes and making recommendations concerning elimination of occupational safety and health hazards.

  • Ability to identify trends and draw conclusions from data, personal observations, and safety and risk management literature.

  • Skill in effecting good employee relations including the ability to function effectively in confrontational situations.

  • Skill in oral and written communications, including the ability to draft, proof, and construct professional documents and correspondence; reports, studies, and analysis using contemporary business standards.

  • Ability to develop and administer budgets.

  • Must have mobility necessary to perform duties in various locations throughout the city.

  • Knowledge of and ability to use Windows based business software applications and other proprietary software.

  • Effective organizational skills including ability to multitask and manage multiple projects at the same time and adaptability to changing priorities to meet demands of the business.

  • Skill and ability to prepare, interpret, and understand legal, financial, and technical reports, research papers, and documents.

  • Ability to maintain confidentiality and integrity of the Human Resources department.
