About This Position
The Accounting Manager is Manager who uses technical accounting, technology, and leadership skills to oversee the City’s financial operations, ensure accuracy in reporting, maintain compliance with regulations, and guide staff performance, and aid organizational strategic decision-making.
1. Supervise the accounting department’s daily operations, including accounts payable, accounts receivable, payroll, cash and investment, capital asset, FEMA reimbursement, and general ledger management.
2. Manage the month end and year end close processes, ensure reconciliation of sub-ledger into the general ledger, and prepare monthly financial reports.
2. Manage the annual audit process, coordinate with the auditors in completing audit checklist and schedules, and assist in the preparation of Annual Comprehensive Financial Report.
2. Ensure that all financial records comply with legal standards and internal policies, safeguarding the company against errors or fraud.
3. Develop, document, train, and enforce robust standard operating procedures and repeatable processes for quality and consistency.
4. Prepare budgets, monitor cash flow, and forecast financial performance to help plan for the future.
5. Analyze financial data, provide insights that guides leadership in making informed business decisions.
6. Hire, train, mentor, supervise, and evaluate staff.
7. Updates job knowledge by participating in educational opportunities.
8. Prepare reports, maintain records, and provide administrative support to leadership as required.
9. Maintain relevant certifications and stay updated on industry trends.
10. All other duties as required.
ADDITIONAL RESPONSIBILITIES:
This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.
EDUCATION AND EXPERIENCE REQUIREMENTS
•A bachelor’s degree in accounting, finance, or a related field is required.
•Master’s degree or CPA a plus.
•5+ years of accounting experience, including supervisory roles, is required.
•Relevant experience within the public sector (City, County, or other governmental agency) is preferred.
*Familiarity with Florida accounting requirements is preferred.
•Drive financial success through robust reporting, analysis, budgeting, and forecasting.
•Manage general ledger operations, ensuring accuracy through rigorous reconciliations and internal controls.
•Leverage deep ERP systems experience, including Tyler Munis, to optimize financial processes.
•Utilize advanced Excel and data visualization skills to interpret complex financial data and deliver compelling presentations.
•Strategically identify financial trends and risks, recommending effective cost-saving and revenue growth initiatives.
•Lead and mentor accounting staff, fostering a high-performing team through effective delegation.
•Serve as a clear and effective communicator, both verbally and in writing, to all levels of the organization.
•Adapt quickly to new accounting software and automation tools.
CERTIFICATIONS AND LICENSES REQUIRED
•A valid Florida driver's license is required.
Certifications such as Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), Certified Government Financial Manager (CGFM), or Certified Public Finance Officer (CPFO) preferred; or ability to obtain within 12 months of hire.
