About This Position

This is a highly responsible, professional, and administrative position that is responsible for the planning, preparation, development, reporting, monitoring and forecasting of the City’s Annual Budget and the multi-year Capital Improvement Program (CIP) Budget, in a manner consistent with established deadlines, procedures and Florida Statutes, including TRIM. Responsibilities include day-to-day evaluation of City purchases and projects and their implications for the City. Work involves consultation with department management personnel during the preparation and review of budget estimates. In addition, this position is responsible for the preparation of all budget reports, including the publication of the Annual Budget and CIP. Considerable initiative and judgment are required regarding recommendations on budget preparation, control policies, regulations, and procedures. This position reports to the Finance Director but exercises considerable independent judgement.
  • Is responsible for all aspects related to the publication of the City’s Annual Budget and Capital Improvement Program (CIP) Budget.
  • Designing and establishing data collection processes related to the development of the budget; reviewing budget processes and activities; reviewing work of the other city department staff for budget adherence and budget compliance to organization policy and in conjunction with State and Federal laws.
  • Ensures compliance with all aspects of Florida Truth in Millage (TRIM) and is familiar with the Florida Department of Revenue (DOR) OASYS website.
  • Coordinates and assists in preparing various budget workshops and budget meeting reports and presentations.
  • Develops spending plans and generates long-term financial plans and forecasts.
  • Oversees/reviews budget processes transactions, and drafts recommendations for improvement.
  • Responsible for position budgeting for the City. Familiarity with payroll operations and associated benefits preferred.
  • Responsible for calculating and allocating all indirect costs for all departments.
  • Plans and coordinates the mid-year reporting process.
  • Day-to-Day management, oversight and evaluation of purchases and financial projects.
  • Coordinates and assists the Finance Director in preparing various external reports to other government agencies, bond rating companies, consultants, and trade organizations.
  • Forecasts and tracks revenue financial results throughout the fiscal year to monitor revenue projects and provide recommendations for updates based on data.
  • Provide budget to actual reports to City Manager and Departments monthly.
  • Prepares and assists Departments with Budget Amendment forms.
  • Reviews assigned agenda items and coordinates with departments on changes.
  • Works closely with the Accounting Manager and/or the Assistant Finance Director on revenue collections and budget overrides for items submitted to Accounts Payable.
  • Coordinates journal entries and other accounting entries with the Accounting Manager.
  • Performs related work and special projects as assigned by the Finance Director.
KNOWLEDGE, ABILITIES AND SKILLS
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of Governmental Accounting Standards Board (GASB) pronouncements and statements and the ability to interpret and implement such
  • Knowledge of laws, rules, and regulations applicable to municipal government
  • Ability to make decisions pertaining to accounting policies and procedures within established municipal accounting guidelines
  • Ability to detect accounting irregularities/problems and provide recommendations for improvement
  • Ability to plan and assign the work of subordinates
  • Knowledge of laws, rules and regulations controlling fiscal record keeping
  • Ability to use Microsoft products proficiently
  • Ability to use and to train subordinates on automated financial accounting software
  • Ability to communicate clearly and concisely, both verbally and in writing
  • Ability to work independently and in a team environment

  • Bachelor’s degree in accounting or closely related field, plus five years of relevant work experience, with at least three years in a supervisory capacity. A combination of education and experience may be considered.
  • Certified Government Finance Officer (CGFO), Certified Public Finance Officer (CPFO), is preferred.

  • Possession of a valid Florida Operator’s driver’s license with acceptable driving record.
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work.

Subject to flexible work hours as needed (hours other than 8:00 a.m. to 5:00 p.m. Monday through Friday), and 40 plus hour work week (including weekends) as needed.

Requires exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additional physical abilities required:
  • Speaking: Expressing or exchanging ideas by means of the spoken English word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Ability to communicate verbally both in person and over the phone.
  • Sitting: Ability to sit for extended periods of time.
  • Standing: Particularly for short periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have visual acuity to operate motor vehicles, includes close vision, distant vision, color vision, depth perception, and the ability to adjust focus.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Climbing: Ascending or descending stairs, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
