Position Summary
In support of the Office of the Deputy City Administrator of Public Safety, the Public Safety Service Area Grants Analyst (Analyst II-CPPW) will be responsible for managing public safety resources to improve services to, and outcomes for, the community.
This position supports the Public Safety Service Area’s goal to align the City’s internal governance and staffing to support a modernized community safety system through work with grants and other restricted funds. This position is responsible for grant management, contract and ordinance preparation, grant budget preparation and management, procurement with grant funds, sub recipient monitoring, financial analysis of eligible grant dollars for reimbursement, and participation in the Finance Section of the bureau's and city's Emergency Operations Centers. This position will implement compliance programs, track and monitor grant status and provide recommendations for process and program improvement. This position will assist with the regular budget planning cycle and organizational strategic planning.
This position is largely independent in job duties, but will work closely with grants program managers, compliance teams, and colleagues in the budget and strategy group. Collaboration with the Grants Management Office in the Office of Management and Finance will help ensure grant compliance and meeting reporting requirements as they are given by State and Federal awarding agencies.
This position does not supervise any others but close communication is maintained with bureau and city staff and grant project managers to ensure timely completion of grant-required deliverables.

As a Grants Analyst, you will:
- Serve in a key role during the annual budget development cycle, using the knowledge and information base developed through routine work with bureau program managers.
- Develop, draft, and edit grant applications.
- Collaborate with partners to ensure there are clear performance measures and well defined outcomes.
- Present and communicate information about grant finances, programs, performance, and strategy to bureau and City leadership in a way that is clear, accessible, and assists in informed decision making regarding budgetary decisions.
- Conduct financial and performance analysis as needed.
- Establish and maintain effective working relationships with Bureau managers and staff, representatives of other governmental agencies, the public, and others encountered in the course of work.
- Update, adjust, reconcile, and maintain budgets, financial systems, and databases; ensure accuracy of entries; allocate costs to programs and monitor spending.

The following minimum qualifications are required for this position:
- Experience establishing systems, processes, and schedules to support efficient work in busy environments with competing priorities.
- Experience working with stakeholders to understand their needs and provide strategic guidance on budgetary and organizational impact.
- Ability to apply analytic and problem-solving skills to make independent decisions and recommendations.
- Ability to summarize findings to support decision-making and prepare clear reports, presentations, and materials on complex financial and management topics for stakeholders with varying levels of financial expertise.
- Experience interpreting complex regulations, identifying compliance options, and communicating requirements to a variety of audiences.
