Position Description: ORGANIZATION AND PURPOSE
Workforce Solutions Alamo is a nonprofit organization that serves as the leadership and governing body for the region's workforce development system. Workforce Solutions Alamo is responsible for over $100 million dollar budget consisting in local, state, and federal funds. Workforce Solutions Alamo is governed by a 27-member Board of Directors that reflects the diverse constituencies of the regional community: business, economic development, education, labor, community organizations, and government. Our service area includes the counties of Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, Medina, McMullen, and Wilson.

GENERAL DESCRIPTION
Under the direction of the Director of Workforce Services, leads performance of highly advanced and complex programmatic and technical oversight and direction over implementation and administration of the formula funded grants and initiatives. Work involves coordinating, oversight, management, planning, development and implementation of formula-funded grants, workforce initiatives, special grants and projects, and implementation of activities within WSA local plan. Assumes duties of the Director of Workforce Services when called upon. Performs other relevant duties as assigned.

Provides guidance conducts comprehensive analysis and evaluations consultative direction, and technical assistance to staff, subgrantees, service providers, contractors, and vendors. Works as a workforce expert under minimal supervision but with substantial latitude for initiative and independent judgment. Manages overall oversight and implementation of the grants, programs and projects and the coordination of staff assignments for and oversight of such grants, programs, and projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential Job Duties and Responsibilities, include, but not limited to:
Program Consultation
Manages and provides professional level direction to staff that provides consultative and technical assistance services to agency contractors and service providers for workforce programs and operations.
Directs and approves production of detailed analysis and presentations to Workforce Board committees and full Board of Directors.
Directs staff in the development and integration of effective efficient methods and procedures.
Research and implements best practices for all services provided.

Program Coordination
Manages the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
Leads staff in the design, development and implementation of special projects and initiatives.
Directs contractor meetings.
Consults with other agency managers and contractors involved in the program to identify/resolve problems, identify training needs, and increase program effectiveness.
Identifies the requirements for and implements new programs to meet requirements.
Determines trends and resolves operational problems.
Provide direction and technical assistance to agency contractors, service providers, and program staff, ensuring the effective implementation of workforce programs.
Oversee the development and integration of new program methods, tools, and procedures to enhance service delivery.
Lead meetings with contractors to address program challenges, coordinate activities, and identify opportunities for improvement.
Collaborate with the other departments to ensure synchronized initiation, monitoring, and renewal of contracts that align with program objectives.
Oversee special projects and initiatives related to workforce programs, working closely with internal and external stakeholders to ensure successful implementation.
Seeks and secures new partnerships to ensure program enhancements.

Program Compliance
Coordinates with quality assurance department to conduct DOL and contracted monitors.
Oversees the development of programs policies and procedures, manuals, standards, and plans in accordance with program objectives and goals.
Proactively oversees compliance with program policies and procedures, statutes, and rules and takes corrective action (s) as needed.
Ensure compliance with program policies, procedures, statutes, and regulations. This includes overseeing adherence to federal guidelines such as Texas Workforce Commission's grant guidelines, policies, and manuals.
Conduct periodic evaluations of program performance and contractor effectiveness, recommending improvements and corrective actions as needed.
Maintain databases for tracking program performance, contract timelines, and shared documents like reports and data.

Program Evaluation
Oversees the development and implementation of effective techniques for evaluating agency programs.
Manages the completion and monitoring of required performance reports and recommends appropriate changes and actions to improve contractor performance.
Initiates studies and analyses of operations/problems and the preparation of reports of findings and recommendations.
Develop and implement training programs to enhance the capacity of program staff and contractors. This includes delivering training on compliance standards, program best practices, and effective use of program tools.
Promote continuous learning within the department by fostering a culture of feedback and improvement.

SUPERVISORY RESPONSIBILITIES
The Assistant Director of Programs will supervise program staff, providing clear guidance, performance evaluations, and support to ensure high-quality service delivery. This role will also oversee the coordination of staff efforts with other departments, such as Procurement, to ensure the successful execution of workforce initiatives.

KNOWLEDGE, SKILLS, and ABILITIES
Strong working knowledge of local, state, and federal laws, rules, regulations, policies, and procedures applicable to Workforce Development programs.
Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to develop and evaluate policies and procedures; to plan, implement, and coordinate agency programs; to prepare reports; to maintain a thorough understanding of performance measures; to communicate effectively; and to train, schedule, assign, and/or prioritize the work of the staff assigned.
Comprehensive knowledge of local, state, and federal laws and regulations related to workforce development and procurement.
Expertise in program management, including planning, implementation, and evaluation.
Strong leadership and project management skills, with the ability to manage teams and coordinate across departments.
Ability to analyze data, prepare reports, and present information clearly to stakeholders.

EDUCATION and/or EXPERIENCE
Bachelors degree from an accredited college or university required. Masters degree preferred.

Minimum of (6) years of experience related to workforce development programs including one or more of the following: strategic planning, policy development and implementation, program evaluation and/or oversight, compliance and/or programmatic monitoring, contract management, oversight of subgrantees and/or service provider operations and policy implementation, administrative management, or supervisory capacity. An equivalent combination of experience, training, and/or education approved by the agency.

OTHER QUALIFICATIONS
Must be legally eligible to work in the United States.
Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
