About the Work Unit
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
  • The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.
  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions.
  • Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
  • Compliance and Risk Office – Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards.
  • Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
  • Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.

The Colorado Department of Public Safety (CDPS) Human Resources office exists to provide human resources services to the general public, applicants, managers, and employees of CDPS. Consultation services include benefit administration, time and leave management, compensation consultation, employee relations, exam development, HR policy development, job analysis, job evaluation and classification, organizational development, new employee orientation and onboarding, performance management (PMP), interpretation of CDPS HR policy, state personnel rules, state and federal employment laws, progressive discipline, records management, recruitment, responding to grievances, appeals, charges of discrimination, reorganization matters, retention, selection and selection appeals, worker’s compensation, settlement advice, strategic planning and overall HR guidance to CDPS managers, supervisors, and employees. The team performs the following services:

About the Job

This position is responsible for supervising a team and developing and coordinating sustainable recruiting and hiring strategy for civilian positions. This position collaborates with Appointing Authorities establishing strategy, goals and timeframe of new hire and promotional processes. This position acts as senior strategic partner in recruitment processes, assesses adverse impact of any recruitment, selection processes on applicants, continuously assesses effectiveness of HR hiring practices, works with vendors, Appointing Authorities and staff on effective strategies and stays on top of the current trends in best practice in recruitment, aligning closely with Department and Divisions strategic plans. This position oversees recruitment and selection processes, the development and administration of testing and pre-employment screening contracts. This position supervises HR Business Partners and an Onboarding Specialist. This position proposes and implements process improvement strategies within CDPS recruitment and selection. Position provides operational support in maintaining pre-employment screening contracts. The position performs HR Generalist and Business partner duties. This position may support department wide efforts and programs.

Key Responsibilities
Team Supervision
  • This position supervises three permanent staff members. The position supervises interns assigned to the unit.

  • Hires, trains and supervises unit staff.

  • Mentors, coaches, develops, engages and leads a high-performing team. Ensures compliance with the State Personnel Rules and departmental policies and procedures, which includes adherence to deadlines for issuance of performance plans, progress reviews, final evaluations and prohibitions against discrimination and harassment in the workplace.

  • Develops work plans, assigns work; monitors, analyzes and adjusts workload as needed.

  • Monitors and evaluates performance; identifies training and development needs, provides feedback and coaching.

  • Maintains staffing and performance levels to meet goals and objectives. Tracks and reports staff results.

  • Mentors, coaches staff in achieving professional certifications.

  • Identifies and enables opportunities for continuous improvement, implementation of best practices and efficiencies.

  • Implements a strategic CDPS EEOD plan, measuring effectiveness of recruitment, and retention strategies.

  • Works collaboratively with staff to establish individual performance objectives for the performance period and manage performance expectations. Promotes professional growth opportunities for staff, which may include training, conference attendance, specialized training, and other potential leadership opportunities. Enables staff participation in working groups, special projects, and other group activities. Promotes work-life balance during steady-state operations and ensures adequate relief during crisis-state operations. Creates a climate of mutual trust and open communication with staff.

  • Mentors staff to build leadership capacity and position them for future promotional opportunities.

  • Approves all leave requests for staff and ensures proper documentation and submission of leave data.

  • Promotes positive morale within the section. Addresses employee grievances and complaints in a timely and effective manner. Keeps position descriptions up-to-date and modifies job duties of subordinates to meet operational demands.

  • Manages individual and collective team efforts to ensure optimal performance of all members.

  • Position oversees CDPS pre-employment program by providing operational support in forecasting business needs, collaborating with internal and external partners, managing and maintaining pre-employment screening contracts and encumbrances and making modifications based on business needs.

  • Oversees the onboarding program and associated communications.

  • Updates training resources and communication materials so that they are timely and current, uses best practices in accessibility standards in resource and communication development.

  • Acts as a point of contact for the department related to any pre-employment screening systems and processes.

  • Analyzes statistical data and reports to identify potential causes of personnel turnover, recruitment difficulties and develops recommendations for improvement, developing training and engaging in process improvement initiatives.

  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends and best practices. Collaborates and delivers training in collaboration with other HR members.


Recruitment, Selection Processes Administration and Quality Assurance

  • Plans workforce staffing planning activities with appointing authorities and HR Staff.

  • Ensures that appropriate recruitment and employment examination strategies are applied for filling critical vacant job classes; monitors the strategies for all jobs.

  • Ensures the quality of job analyses, examination development, hiring process and onboarding that minimize the time to fill the job and increase the number of fully enabled employees upon employment.

  • Ensures that the state job evaluation and compensation systems are effectively, consistently and appropriately maintained with all CDPS positions.

  • Participates in compensation analyses and manages changes and issues as needed.

  • Performs position evaluation and classification ensuring the appropriate classification and FLSA status; ensures that decisions are appropriately documented. Participates in desk audits.

  • Participates in statewide studies with the Department of Personnel and Administration.

  • Performs quality control on job evaluation practices and processes.

  • Consults with appointing authority or designee and conducts necessary research to thoroughly understand the customer's business needs and the essence of the specific position, its functions and how it contributes to the agency's mission.

  • Interviews and surveys employees and managers to gather and document job, organizational, and occupational information including duties, responsibilities, and skills required by each job.

  • Partners with customers/colleagues to develop, create and/or update PD's. Provides appropriate level of service/guidance/training to ensure appointing authority or designee creates a meaningful job description in an effective and efficient manner. Ensures the outcome results in a solid work product.

  • Position forges and maintains professional, productive relationships with customers/colleagues. Guides and coaches appointing authorities through all phases of the hiring process, meets or surpasses the customer service performance metrics established for this professional activity, including timelines, accuracy of documentation, monitoring, and meeting deadlines. Builds partnerships with internal and external partners in implementing inclusion and retention strategies.

  • Develops job analysis and collaborates with appointing authority or designee to identify, determine and rate competencies, skills, abilities, and knowledge required to successfully perform job duties.

  • Prepares job announcements and advertisements and identifies effective recruitment strategies.

  • Independently determines best assessment exams, develops exam materials for oral, performance, and assessment devices.

  • Administers exams, scores exams and determines cutoff points, generates referral, completes appointment and submits all required hiring paperwork to HR technician as determined by performance metric standards

  • Assists appointing authority or designee to develop behavioral based and other appropriate questions for final interviewing process.

  • Provides guidance to SMEs and Hiring managers. Clearly conveys information and ideas through verbal and written communication and in a logical and understandable format.

  • Designs, selects, and adopts practices that streamline human resources selection process.

  • Ensures personnel action forms are submitted correctly, completely, and within established timeframes to enable payroll to process correctly each month.

  • Assists with the application of uniform position control practices department wide.

  • Analyzes recruitment results including exam impacts to applicant demographics to make suggestions for improved recruitment methods for positions that prove to be difficult to fill.

  • Evaluates and implements job analysis instruments and materials.

  • Collaborates and implements best practices.

  • Manages recruitments as assigned, providing broad, critical program and policy direction and coaching to appointing authorities, supervisors, and applicants through all phases of the recruitment/selection process.

  • Researched best technology and process improvement solutions, develops requests for proposals.

  • Creates and updates training and guidance resources in accordance with accessibility standards.

  • Performs other duties as assigned

Performs and oversees personnel contract reviews
  • Ensures CDPS compliance with the Statute and the Personnel Rule by providing consultations and personal services reviews.
  • Identifies program needs and recommends efficient strategies for addressing.

  • Ensures CDPS personnel services department waiver is reviewed and updated annually

Preferred and Exceptional Candidates will have
  • Knowledge, comprehensive understanding, and application of theories, principles, and best practices of human resource management in the areas of recruitment, selection and classification.
  • Knowledge and application of the rules of Colorado's Personnel System.
  • Current state PCP certification(s) in selection, job evaluation and personal services highly preferred.
  • Experience with recruitment and selections in the State of Colorado personnel system preferred.
Conditions of Employment
