About This Position

St. Louis County is currently seeking a highly motivated, business focused professional to serve in the IT Project & Business Analyst role. Responsibilities include documenting business requirements for new application design, interfacing, and security. This individual will work closely with assigned departments to define efficient business process, host design workshops, elicit feedback, and document workflows. In addition, they will work with development staff, and/or consultants during all phases of the systems development life cycle in the creation and maintenance of business enabling software systems. They will also coordinate projects through various stages of the project lifecycle including project kickoff, implementation, support, and post project reviews. In addition, this individual will maintain project planning, resource allocation, milestone delivery, timelines, issues lists and status reporting. They will also serve as a vendor liaison for the county when working with external software vendors and host project touch base meetings, status meetings, and vendor sync meetings.

Responsible professional work involving the analysis, planning, design and management of new systems and enhancements to existing applications.

The salary range reflected above is the normal hiring range for 2025. The full salary range, including longevity pay, is as follows:

IT Project and Business Analyst: $31.08 - $44.20 per hour.
IT Project and Business Analyst Senior: $35.96 - $51.38 per hour.

This position is part of the Civil Service Basic Unit Employees Collective Bargaining Agreement represented by Council 5 of AFSCME.
An employee in this class is responsible for gathering requirements and engaging internal development staff and vendors in the design of small to moderate scale hardware/software systems and integrations. Duties include working within scope and operations requirements; developing functional design specifications; planning and deploying new and existing systems; advising and training staff. The work is performed under the direction of assigned supervisory staff.
These work environment factors are general in nature and may vary depending on the specific position being filled. CONSTANT: Near vision; hear within 5 feet; bend neck; use fingers; rotate neck; sit; talk/speak, and work inside. FREQUENT: Lift and carry up to 20 pounds; midrange and far vision; hear up to 20 feet; grasp; handle; maintain posture; reach; static neck position; twist at waist; right and left wrist turn; work alone, with and around others; and customer/public contact. OCCASIONAL: Climb stairs; crouch, and stoop/bend.
MINIMUM QUALIFICATIONS - IT Project and Business Analyst (Pass/Fail):
  • Graduation from an accredited college or university with a Bachelor's degree in business administration, computer science, management information systems, information technology, or a closely related field AND two (2) years full-time paid verifiable business analysis or project management experience; OR graduation from an accredited college or university with an Associate's degree in business administration, computer science, management information systems, information technology, or a closely related field AND four (4) years full-time paid verifiable business analysis or project management experience; OR an equivalent combination of education and experience as determined by the Human Resources Director.
  • Possession of a valid driver's license.

MINIMUM QUALIFICATIONS - IT Project and Business Analyst Senior (Pass/Fail):
  • Four (4) years as an IT Project and Business Analyst and the recommendation of the director of the department; OR graduation from an accredited college or university with a Bachelor's degree in business administration, computer science, management information systems, information technology, or a closely related field and six (6) years full-time paid verifiable business analysis or project management experience; OR graduation from an accredited college or university with an Associate's degree in business administration, computer science, management information systems, information technology, or a closely related field AND eight (8) years full-time paid verifiable business analysis or project management experience; OR an equivalent combination of education and experience as determined by the Human Resources Director.
  • Possession of a valid driver's license.
Note: At the discretion of the hiring authority, the successful candidate may be considered for appointment at the IT Project and Business Analyst or IT Project and Business Analyst Senior level, contingent on minimum qualifications and department need. This would be determined at the time a job offer is extended.

RATING SYSTEM:
